WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to 'include an increased scope of work and. revised fee .
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly author-ized representatives, enter Into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal. dated No-vemb r 19, 2013, a
copy of which is attached hereto aid incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $99, 473. 00. (See Attached �"undinq B,reakdown Sheet, Page -3-)

Article II of the CONTRACT 'is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total. fee paid, by the City for all
work and services shall be an amount of $4,537,895. 98.

Storm Water Capital Project Management Services

The tasks below outline additional services requested by the City of Fort Worth for the Storm
Water Capital Project Management Services contract(City&',%cretary Contract 40002,C-24133).
Task 1- P&D Department Project Management Services
The Storm Water Capital Project Management Services contract provides capital project
management services to the Planning and Development(P&D) Department as an extension to
City staff. The original contract duration was 24 months(ending October 31,2012), followed by
an extension through Amendment No. 1 of 12 months (ending October 31,2013)1. Of the six
Planning and Development projects included in the original contract,four are constructed and
working toward project close-out. One of the original six projects began construction in August
2013 and another has yet to bid.

as requested a second amendment to continue the Planning a
management services of on-going active projects through project construction and closeout.
Scope items under Task 1 are to be completed the consultant as requested by the assigned
Planning and Development Department project manager.
Scope of Work
Six active projects will be managed by a single project manager. "The projects include:
1. West Berry Streetscape Improvements,(constructed,in project close-out phase),
2. Magnolia Village Streetscape Improvements (under construction)
3. Hemphill Berry Urban Village Phase 2 Streetscape Improvements (awaiting slot in
TxDOT letting schedule)
4. Berry Riverside Urban Village Phase 2 Streetscape Improvements(constructed,in
project close-out phase)
5. Near East Side Urban Village Phase 2 Streetscape Improvements(constructed., i
in
project ciose-out phase)
6. Hyde Park/Ninth Street Pedestrian and Streetscape Enhancements (constructed., in
project close-out phase)
The duration of the amendment is through October 31,2014 in order,to conduct closeout of the
projects listed above.

Activities
The following activities will be completed on an ongoing basis as required.,
• Act as the City's primary point of contact.
• Follow all City and TxDOT(for TxDOT-f'unded projects) rules and procedures in all
phases. Attend xDOT training when relevant to pro)ects.
• Assist in scheduling meetings as needed with City staff from all departments.
• Obtain and review monthly consultant status reports and schedules. Report project
status to the program manager by providing detailed monthly reports.
• Assist in tracking project's progress in the City's PM/Program Manager dashboard.
• Assist in updating the City's overall project schedule monthly. Review invoices for
reasonableness,accuracy,and appropriate charges.
• Proactively manage change on the project.
• Review and provide comments on design submittals, and coordinate with other it
departments for their review and comments of design submittals,as necessary. Make
periodic site visits during construction to observe the contractor's progress. Identify and
respond to deficiencies in design and/or construction and take appropriate steps to
ensure that corrective action is promptly taken. Coordinate the resolution of design and
construction issues.
• Coordinate CPMS project and financial tracking
• Provide exposure to specific project management skills during the normal course of
work to address capacity building for P&D staff.
• Document project activities, decisions and milestones maintained in hard copy forin and
electronic form on the City's Buzzsaw site.
Support P&D staff to coordinate with the City's,Real Property group staff and
acquisition consultants,if used. Be the primary point of contact with Real Property for
the consultant and acquisition consultants.
0 Review easement/ROW and property acquisition documents against the requirements
of the design for appropriateness and accuracy.
0 Coordinate with Real Property so appraisals,are completed in a timely manner. Review
appraisals for completeness,.
0 Coordinate Frith th the City's Utility Coordinator for utility relocations.
0 Review the Notice to Bidders and Comprehensive Notice to is for accuracy and
advertise the project.
0 Lead pre-bid meeting,if one is required.
0 Attend bid opening.
0 Review consultants bid tab summary for completeness and accuracy.
Review contractor's bid package for conformance with the contract requirements.
Recommend successful bidder for contract award.
Assist in the preparation of the M&C for authorization to award contract.

0 Issue the Notice to Proceed.
0 Act as the City's Cons truc tii on Manager and be the point of contact between the
contractor,inspector,and consultant.
0 Respond to Requests,for Information and submittal reviews. Coordinate with the design
consultant's response if the are involved. Maintain hard copies of these documents and
ensure consultant is tracking them.
0 Coordinate site visits and meetings with the inspector,consultant and contractor as
appropriate.
0 Ensure contractor and inspector are maintaining as-built mark-ups.
0 Review contractor and consultant'Invoices for reasonableness,,accuracy, and appropriate
charges.
0 Once the construction is deemed complete,initiate the project close out process and
coordinate with the inspector and consultant.
0 Coordinate and attend a final walk through with the consultant,, inspector,,and
contractor.
0 Verify final punch list is completed by the consultant.
0 If part of the consultant's scope,coordinate completion of Record Drawings and deliver
to the City's record storage(the"vault',)in electronic for and in hard copy mylar
drawings.
0 Review consultant and contractor final invoices for reasonableness,accuracy and
appropriate charges.
0 Assist in reconciling the budget if any negatives exist.
0 Recommend final project closure and complete the City's "green" sheet.
0 Purge the files of any unnecessary documents,and archive the project. Documentation
of the above and other project activities, decisions and milestones maintained in hard
copy form and electronic form on the Ci ty's Buzz Saw site.
Compensation Summary
Tasks will be performed on a time and materials basis,with a Not to Exceed amount of$99,,473
but otherwise in accordance with the compensation provisions in the City of Fort Worth Storm
Water Capital Project Management Services Agreement.
Below is a summary of fees for each task included in Amendment No. 2.

RECOMMEN12A.11ON:
It is recommended that the City Council authorize an increase to City Secretary Contract No. 40002, an
Engineering Services Agreement with CH2M Hill Engineers, Inc., in the amount of$9�9,473.00 to manage
certain streetscape improvement projects for a revised total contract in the amount of$4,537,895.98.
D1SC!L,S,SLAN,
In October 20,09, the City issued a Request for Proposals (RFP) for capital project management services and
subsequently determined that CH2M Hill, Inc., was the most qualified consultant.
Contract services,began in November 2010, for an initial time period of 24 months,ending October 31, 2012
with two 1,2 month time extension options,. Under the original contract and the first amendment, CH2M Hill
Engineers,Inc., Staff has been responsible for accelerating the delivery of capital stormwater,and streetscape
projects. This Amendment No. 2 is needed to complete six Planning and Development Department
streetscape improvement projects, West Berry, Magnolia Village, Hemphill/Berry Urban Village,
Berry/Riverside Urban Village, Near East Side Urban Village, and Hyde Park/Ninth Street.
On March 9, 2010, (M&C'C-2413,31) the City Council authorized an Agreement in the amount of
$2,3,09,748.00 with CH2M H111, Inc., for SW MD and Planning and Development Department capital project
management services. At the time of the first contract amendment, CHUM Hill,, Inc.,requested this contract
be assigned to CH2M Hill Engineers, Inc., because of internal restructuring. Consent to this assignment was
granted as part of the,City Council action approving the first contract Amendment increase in the amount of
$2,12 ', x" .9' on June 12, 2012, Mayor and Council Comm.unication (M&C C-25663).
CH2M Hill Engineers, Inc., proposes to perform these additional project management services on an hourly,
basis with the total arnoun.t not to exceed $99,473.00, a ceiling amount with charges accruing based on actual
services rendered at agreed—upon hourly rates. Staff finds this fee to be,fair and reasonable for the scope of
services proposed to be provided.
M/WBE Office —CH2M Hill Engineers, Inc., is in compliance with the City's M/WBE Ordinance by
cornmitting to an overall 35 percent M/WBE participation inclusive of Amendment No. I and Amendment
No. 2.
This contract amendment serves COUNCIL DISTRICTS 8 and 9, Mapsco,76X,77A, 77B,77,1, 77N, 77W5
77Y and 77Z.
FISCAL INFQRMATI N.
The Financial Management Services Director certifies that and are available in the current capital budget,
as appropriated, of the New Development Fund.
