That in addition to those amounts al(ocated to the various City departments for Fiscal Year 2013-20 14 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the State /\aoet Forfeiture Fund in the amount of $250,429.0U, decreasing the assigned fund balance by the amne amount, for the purpose of funding the local grant match n:quirenieut for the Texas Department of Transportation Fiscal Year 20\5 Selective Traffic EnK/rzeonent Program (S7-EP) grants. SECTION 2. That should any portion, section or port of ocohnn of this ordinance be declared invu|id, inoperative or void for any reason by u Court ofcompetent jurisdiction, such decision, opinion or 'udgmrnt shall in no way impair the remaining portions, sections, or parts of saod*ne of this ordinance, v/hizb said remaining provisions shall beand remain in 'hill force and effect. C-26615 LOG NAME: 35TXDOT2015 SUBJECT: Authorize Application for and Acceptance of, if Awarded, Two Grants from the Texas Department of Transportation for the Comprehensive Selective Traffic Enforcement Program in the Amount of $906,763.51 and for the Commercial Motor Vehicle Selective Traffic Enforcement Program in the Amount of$91,683.52, Authorize Execution of Related Grant Agreements, Adopt Supplemental Appropriation Ordinance, Authorize Expenditure and Transfer in the Amount of $250,429.00 from the State Asset Forfeiture Fund to the Grants Fund for the City's Grant Match Requirement and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council: 1. Authorize the application for and acceptance of, if awarded, two grants from the Texas Department of Transportation for the Fiscal Year 2015 Comprehensive Selective Traffic Enforcement Program in the amount of $906,763.51 and for the Fiscal Year 2015 Commercial Motor Vehicle Selective Traffic Enforcement Program in the amount of $91,683.52; 2. Authorize the execution of related Grant Agreements with the Texas Department of Transportation, if grants are awarded; 3. Adopt the attached supplemental appropriation ordinance increasing appropriations in the State Asset Forfeiture Fund in the amount of $250,429.00 and decreasing the assigned fund balance by the same amount; 4. Authorize the transfer in the amount of $250,429.00 from the State Asset Forfeiture Fund to the Grants Fund for the City's grant match requirement; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $1,248,876.03, subject to receipt of the Fiscal Year 2015 Comprehensive Selective Traffic Enforcement Program and the Fiscal Year 2015 Commercial Motor Vehicle Selective Traffic Enforcement Program grants. DISCUSSION: The Texas Department of Transportation (TxDOT), Selective Traffic Enforcement Program (STEP) grants are aimed at reducing the number of motor vehicle crashes, injuries and fatalities. The Police Department will submit two grant proposals to implement increased enforcement of traffic safety related laws and to increase public education about traffic safety issues. The Police Department has participated in the STEP grant programs for several years. Logname: 35TXDOT201.5 Page 1 of 2 The Comprehensive STEP grant activities include enforcement of speed, seotbe|L DWI and intersection traffic control. The total proposed grant, including match funds, isin the amount of$1.133.842.11 Funds in the amount of$1.U31.472.95 are budgeted for overtime and associated fringe benefits for @nestimated 15,910 enforcement hours and an additional amount of$95,979.26 is budgeted for overtime hours and fringe benefits for administrating the grant. Funds in the amount of$3.M80.90 are budgeted for O0hours of overtime, along with associated benefits, to work public information and education events, while the amount of$2,500.00 is budgeted for public information and education materials, The Commercial Motor Vehicle STEP grant activities include enforcement related to commercial nnOtDr vehicles. The total proposed grant, including match funds, iSin the amount of$115.O33.92. Funds inthe amount of$1O2.130.12 are budgeted for overtime and fringe benefits for approximately 1.520 enforcement hours under the grant, and an additional amount of$9,878.90 is budgeted for overtime hours and fringe benefits required for administrating the grant, while funds in the amount Of$2.015.90 are budgeted for 30 hours of overtime, along with associated benefitS, to work public information and education events, while the amount of $1,000.00 is budgeted for public information and education materials, NO State Asset Forfeiture funds will be used to cover fringe benefits. Fringe benefits will be funded infull with TX[}OT grant funds. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinances, funds will be available in the Fiscal Year 2O15 operating budget, as appropriated, Of the Grants Fund.
