AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $900,000.00,
SUBJECT TO RECEIPT OF A GRANT FROM ITIE TEXAS DEPARTMENT OF
AGRICULTURE, FOR THE PURPOSE OF FUNDING THE 2014 SUMMER FOOD
SERVICE PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$900,000.00, subject to receipt of a grant from the Texas Department of Agriculture,
for the purpose funding the 2014 Summer Food Service Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and Acceptance of, if Awarded, a Grant from the Texas Department of Agriculture
in the Amount Up to $900,000.00 for the 2014 Summer Food Service Program, Apply Indirect Costs at
Approved Percentage Rate and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of, if awarded, a grant from the Texas Department of
Agriculture in the amount up to $900,000.00 for the 2014 Summer Food Service Program;
2. Apply an indirect cost rate of 19.18 percent, which is the most recently approved rate for the
Department, and apply the newly approved indirect rate when available; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$900,000.00, subject to receipt of the grant.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize a grant application to the
Texas Department of Agriculture (TDA) to underwrite the Summer Food Service Program (SFSP), which
provides nutritious breakfasts, lunches and snacks that are prepared and delivered by a private vendor to
youths 18 years of age and younger. Since 1969, the City has sponsored the SFSP. The TDA has
notified the City that funds are available for the operation of the 2014 SFSP. No matching funds are
required. It is projected that 450,000 meals and snacks will be served during the period from May through
September.
The Community Services Division of the Parks and Community Services Department will administer the
SFSP, according to guidelines established by the TDA and the United States Department of
Agriculture. The program requires daily monitoring of serving sites which are schools, community centers,
vacation bible schools, and apartment complexes with low income meal programs. Therefore, eight
temporary employees, all grant funded, will be added to aid in the monitoring and implementation of the
program.
The TDA has become the administering State agency for the National School Lunch Program, School
Breakfast Program, Summer Food Service Program, Child and Adult Care Food Program and Special Milk
Program in all participating public, private and residential facilities in Texas. On April 13, 2010, (M&C C-
24178) the City Council approved entering into a standard Permanent Agreement with TDA for
participation in these programs. This contract will be valid until terminated. However, the City will still
need to make an annual application to receive grant funds and Staff will continue bringing forward M&Cs
to receive the City Council's authorization to continue this program.
