AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL. TRUST FUND IN THE AMOUNT OF $2,500.00 FROM INCREASED
REVENUES FOR THE PURPOSE OF FUNDING THE BOTTLE BOUNTY PROGRAM;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various Gity departments for Fiscal Year 2002-2003 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $2,500.00 from increased revenues for the purpose of funding the
Bottle Bounty program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

suB~ECT APPROPRIATION ORDINANCE AND ACCEPTANCE OF A DONATION FROM THE
SID RICHARDSON FOUNDATION FOR THE BOTTLE BOUNTY PROGRAM
RECOMMENDATION:
It is recommended that the City Council:
1. Accept a donation of $2,500 from the Sid Richardson Foundation for the Bottle Bounty Program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$2,500 in the Special Trust Fund from increased revenues for the Bottle Bounty Program.
DISCUSSION:
The Bottle Bounty Program was developed out of concern expressed by neighborhood groups working
with the City to address the littering problem along the East Lancaster corridor regarding 44 ounce
bottles. The idea initiated from the concept that if glass bottles were worth something, like aluminum
cans, they would become "self-cleaning" as well. That is the ideas behind the Bottle Bounty Program.
The program pays individuals $0.03 per bottle, who bring in glass containers "on foot" to the
Presbyterian Night Shelter. To date, there have been over 190,000 bottles collected off the streets and
empty lots in our Central City areas. The program was initially funded with Community Development
Block Grant (CDBG} funds out of the FY2403-2404 grant allocation. These funds contributed by the
Sid Richardson Foundation allowed for the program to continue beyond its initial 8-week pilot program.
FISCAL INFORMATIONICERTIFICATION:
The Finance Director certifies that upon completion of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Special Trust Fund.
