AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS rN '11-IE SPECIALLY FUNDED CAPITAL PROJECTS FUND IN
THE AMOUNT OF $55,000.00, SUBJECT TO RECEIPT OF GRANT FUNDS FROM
MAYFEST, INC., FOR PARK IMPROVEMENTS AT TRINITY PARK; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Specially Funded Capital Projects Fund in the amount of$55,000.00, subject to receipt of grant funds from
May-fest, Inc., for park improvements at Trinity Park.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of a Grant from Mayfest, Inc., in the Amount of$55,000.00 for Park Improvements at
Trinity Park and Adopt Appropriation Ordinance (COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of a grant from Mayfest, Inc., in the amount of$55,000.00; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Specially Funded Capital Projects Fund in the amount of$55,000.00.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to accept and appropriate a grant from
Mayfest, Inc., for general improvements within Trinity Park.
Since 1973, the City has allowed a portion of Trinity Park to be used for the annual Mayfest event. In
1994, the City and the Mayfest, Inc., entered into a License Agreement with an initial term of five years
and two five-year renewal periods. On April 29, 2009, (M&C C-23491) the City Council authorized the
renewal of this License Agreement. On March 8, 2011, (M&C C-24777) the City Council authorized an
amendment to the fee structure with Mayfest, Inc., modifying the structure from 20 percent of net
operating profits to a fixed annual amount of$25,000.00 plus 10 percent of net profits.
In 2011, Mayfest, Inc., established a grant program that allows the Parks and Community Services
Department (PACSD) and organizations such as Streams and Valley, Inc., and the Junior League of Fort
Worth to apply for grants funded from the annual Mayfest event's net proceeds. In 2011, PACSD applied
for and received a grant from Mayfest, Inc., in the amount of$15,000.00 for solar powered trash
compactor receptacles and shelter improvements in Trinity Park. Installation and improvements were
completed by PACSD in April 2012. In 2012, PACSD applied for and received a grant in the amount of
$24,000.00 for the installation of LED lighting improvements and the purchase of an additional solar
powered trash compactor for Trinity Park. Installation and improvements were completed in April 2013.
In July 2013, PACSD submitted two grant requests to Mayfest, Inc. The first grant request totaling the
amount of$45,000.00 was for the purchase and installation of additional LED lighting and for plumbing
and irrigation materials to provide better water services for the vendors and concessionaires of the
Mayfest event. The second grant request totaling the amount of$10,000.00 was for the purchase of two
additional solar powered trash compactors for Trinity Park. These projects are intended to continue
improving efficiency, enhancing aesthetics and reducing maintenance costs in Trinity Park as a
continuation of the success achieved through the 2011 and 2012 Mayfest grant projects.

On September 12, 2013, Mayfest, Inc., notified PACSD that it would award the City of Fort Worth a grant
in the amount of$55,000.00 for completion of the projects as outlined in these two grant applications. At
its October 23, 2013 meeting, the Parks and Community Services Advisory Board endorsed the
acceptance of this grant.
Trinity Park is located in COUNCIL DISTRICT 9 and serves the entire city.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current budget, as
appropriated, of the Specially Funded Capital Projects Fund.
