AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL TRUST FUND IN THE AMOUNT OF X280,000.00 SUBJECT TO RECEIPT
OF FUNDS FROM THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR
THE PURPOSE OF FUNDING THE METROPOLITAN MEDICAL RESPONSE SYSTEM,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 in the
Budget of the City Manager, there shah also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $280,000.00 subject to receipt of funds from the U.S. Department of
Health and Human Services for the purpose of funding the Metropolitan Medical Response System.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, ar parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance Na. 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

THE SUSTAINMENT OF THE METROPOLITAN MEDICAL RESPONSE SYSTEM
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a contract with the U.S. Department of Health and Human
Services for additional funding for the Metropolitan Medical Response System {MMRS); and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund by $284,444, subject to receipt of funds.
DISCUSSION:
The Department of Health and Human Services, a division of the Office of Homeland Security, is
charged with assisting local governments to plan, develop, purchase special pharmaceuticals, initiate
the equipment, and identify the training requirements fora MMRS as the principal resource in
responding to the health and medical consequences of a chemical, biological, radiological, nuclear, or
explosive {CBRNE} terrorist incident. Fork Worth's contract has been approved for $284,444 by the
Department of Health and Human Services. The purpose of this contract is to provide additional funds
to the City of Fort Worth to enhance local capabilities.
This brings the total for the MMRS grant to $884,444 over the last three years.
FISCAL INFORMATIONlCERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Special Trust Fund.
