HomeMy WebLinkAboutOrdinance 15701Ordinance No. AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $737,674.00, UPON RECEIPT OF AN ECONOMIC DEVELOPMENT INITIATIVE - SPEGIAL PROJECT GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR THE PURPOSE OF FUNDING THE REVITALIZATION OF THE HISTORIC POLYTECHNIC HEIGHTS URBAN VILLAGE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE GITY COUNCIL OF THE GITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts alloca#ed to the various City departments for Fiscal Year 2002- 2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $737,674.00, upon receipt of an Economic Development Initiative -Special Project Grant from the U.S. Department of Housing and Urban Development, for the purpose of funding the revitalization of the historic Polytechnic Heights Urban Village. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance Na. 15184 and all other ardinances and appropriations amending the same except in those instances where the pravisians of this ordinance are in direct conflict with such other ardinances and appropriatians, in which instance said conflicting pravisians of said prior ordinances and appropriatians are hereby expressly repealed. Authorize the City Manager to apply for and accept an Economic Development Initiative {EDI} - Special Project grant in the amount of $737,674 from the U.S. Department of Housing and Urban Development (HUD} far the revitalization of the historic Polytechnic Heights Urban Village; and 2. Authorize the City Manager to execute a grant agreement with HUD, if the City is awarded the grant; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $737,674 ,upon receipt of the grant. DISCUSSION: During the FY2003 federal appropriations process, the Gity requested and received two EDi -Special Project grants totaling $961,212 to revitalize the PolytechniclWesleyan Urban Village along the East Roseda{e Street priority commercial corridor. This project, referenced in the Conference Report (HR 108- 10} accompanying the VA-HUD-Independent Agencies Appropriations Act, specifies $737,674 for the revitalization of the Fort Worth Polytechnic Heights Historic Commercial and Educational Center {B-03-SP- TX-0767}.
