AMENDMENT No. 1 CONTRACT NO' 3 8 5-7 0 -A
TO CITY SECRETARY CONTRACT
WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 38570, (the
CONTRACT) which was authorized by M&C C-23485 on the 14th day of May,
2009 in the amount of $ 173, 000; and
WHEREAS, the CONTRACT involves engineering services for the
following study:
WILDCAT BRANCH OPEN CHANNEL STUDY (SWS-017) ; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated February 18, 2012, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $46, 990 .
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $219, 990 .
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect .

Dear Mr. Muttiah,
Per our contract dated May 14, 2009, Halff Associates, Inc has been retained to provide professional
engineering services for the City of Fort Worth. As stated in the agreement, Halff is responsible for the
development of existing conditions hydrologic and hydraulic models as well as the evaluation of several
flood reduction alternatives and the submission of a request for a Letter of Map Revision (LOMR)to the
Federal Emergency Management Agency (FEMA). Examination of recent aerial imagery and on-site
inspection has revealed a significant amount of fill placement on the Mt.Tabor property which will likely
reduce the amount storage volume available in the watershed. This could result in higher peak
discharges downstream of Village Creek Drive.
Per our discussions with the City of Fort Worth T/PW Stormwater Management and the owners of the
Mt.Tabor property located immediately west of Village Creek Drive, it has become necessary to provide
additional professional services for the Wildcat Branch Open Channel Study. These services include the
following:
• Project Management including meetings and coordination
• Additional topographic survey and finished floor elevations
• Revisions to existing hydrologic and hydraulic models
• Evaluation of additional flood mitigation alternatives
• Associated Quality Assurance/Quality Control
Each of these items has been specifically detailed in Attachment'A' of this proposal. The Compensation
and Payment information as well as Fee Summary and Level of Effort information has been provided in
Attachment 'B' and its respective exhibits. In addition, a revised project schedule has been included as
Attachment 'D'. Attachment 'E' shows the area of fill placement where the survey will be taken and the
hydraulic model will be modified. In order to meet our current M/WBE participation requirements, ANA
Consultants, LLC will be contracted to perform all topographic survey and finished floor elevation
surveys. Finally, a Professional Services Agreement has been included for Amendment No. 1.

WILDCAT BRANCH OPEN CHANNEL STUDY—AMENDMENT NO. 1
STUDY NO. SWS-017
ADDITIONAL SERVICES FOR OPEN CHANNEL STUDY
In accordance with the terms and conditions of the agreement between the City of Fort
Worth (CITY) and Halff Associates, Inc. (ENGINEER), executed on May 14th, 2009, this
document will provide additional information regarding the scope of services to be
performed as part of Amendment No. 1 of the Wildcat Branch Open Channel Study
(SWS-017).
Based on discussion with the City of Fort Worth Stormwater Management and the
owners of the Mt. Tabor property, located near the intersection of Village Creek Dr. and
Berry St., additional analysis of the drainage patterns in the area have been deemed
appropriate. A significant amount of fill was placed on the property resulting in the loss
of valley storage along Wildcat Branch, which needs to be evaluated to gauge its
impacts downstream. In addition to analysis of the fill placement, the CITY is interested
in working with the property owner to ensure that the property is developed in a manner
that both improves the economic situation in the area and conforms to the objectives of
the Fort Worth Parks and Community Services Department. These goals should also
include reducing flood hazards in the watershed. As such, several tasks are listed
below. These tasks are in addition to those enumerated in Attachment 'A' and Exhibit
'A-1' of the Original Contract. The additional tasks are as follows:
I. Task 1: Project Management
A. The ENGINEER shall attend one (1) public meeting to present what possible
mitigation alternatives are being explored.
B. The ENGINEER shall attend up to three (3) additional meetings to discuss the
Mt. Tabor property with the CITY and/or the owner of the property.
ll. Task 2: Data Search, Collection, Field Reconnaissance, Stream Condition
Assessment, and Surveys
A. The ENGINEER shall provide topographic survey of Tract 9 and 9A of the
Assabranner, GJ Survey, comprising approximately 34 acres.
B. The ENGINEER shall survey up to forty (40) finished floor elevations.
C. The ENGINEER shall make necessary adjustments to the terrain information
using the topographic survey and regenerate the TIN.
D. The ENGINEER shall conduct a site visit to obtain photographic documentation
of the fill placement and the general condition of the site.
Ill. Task 3: Development of Hydrologic Models
A. ENGINEER shall adjust the drainage subbasin boundaries to reflect the physical
changes to the terrain. ENGINEER shall also make necessary adjustments to
the loss parameters including NRCS Curve Numbers and Impervious Cover
percentages.

B. The ENGINEER shall provide updated Modified-Puts routing to reflect the loss of
storage on the Mt. Tabor site.
C. The ENGINEER shall provide updated model runs for the 2-, 5-, 10-, 25-, 50-,
100-, and 500-year rainfall event. Updated tables reflecting the revised
discharges shall be generated as well.
IV. Task 4: Development of Hydraulic Models and Floodplain Maps
A. The ENGINEER shall update the hydraulic model by extracting new cross
sections adjacent to the Mt. Tabor site. Roughness values will be adjusted to
reflect the changes in vegetative cover and other factors.
B. The Engineer shall provide updated model runs for the 2-, 5-, 10-, 25-, 50-, 100-,
and 500-year rainfall event. Updated tables reflecting the revised discharges
shall be generated as well.
C. The ENGINEER shall provide an updated Floodway run and associated results
tables.
V. Task 5: Watershed Flood Hazard Assessment
NONE
VI. Task 6: Proposed Flood Mitigation Alternative Analysis
A. The ENGINEER shall consider several alternatives for the master plan of
improvements. The improvements shall consist of detention and channel
improvement options as follows:
1. Two (2) channel improvement options to be evaluated downstream of Village
Creek Drive. The improvements will consider the potential dual-use of the
land adjacent to the channel as a linear park.
2. Three (3) detention options to be considered in the vicinity of the Mt. Tabor
property. These may consist of either in-line or off-line detention ponds.
3. The effectiveness of the previously modeled flood improvement alternatives
will also be evaluated.
VII. Task 7: Quality Assurance and Quality Control Procedures

COMPENSATION AND PAYMENT SCHEDULE
I. Compensation
A. The Engineer shall be compensated a total lump sum fee of $46,990. Payment of
the total lump sum fee shall be considered full compensation for the services
described in Attachment "A" for all labor materials, supplies and equipment
necessary to complete the project.
B. The Engineer shall be paid in accordance with "Exhibit B-1", Supplement to
Attachment B. Each invoice from the Engineer shall be verified as to its accuracy
and compliance with the terms of this contract by an officer of the Engineer.
C. Additional Tasks that may be assigned, not currently included in the Scope, may
be billed and paid on an hourly basis for actual hours worked and expenses
incurred, at an hourly billing rate as provided in Exhibit "13-2". No additional
Tasks will be performed without prior written authorization from the City.
D. Professional Services Fee summary is provided in Exhibit "13-3".
E. Total project fees including MWBE participation is provided in Exhibit "13-3A".
II. Schedule
The intent of the schedule is to complete the effort described in Attachment "A" —
Additional Scope of Services and deliver a final report within 210 calendar days after
the "Notice to Proceed" letter is issued.
A. A preliminary (75%) report reflecting the revised Data Collection (Task 2),
Hydrologic Modeling (Task 3), Hydraulic Modeling and Floodplain Mapping (Task
4), Flood Hazard Assessment, and Preliminary Alternative Analysis (Task 6) will
be submitted within 150 calendar days after approval of the contract
amendment.
B. A final draft (90%) report, which will include the preliminary report and the
completed Flood Reduction Alternative Analysis (Task 6), will be submitted within
30 calendar days after the submittal of the preliminary report.
C. A final report will be submitted 30 calendar days after the submittal of the draft
final report.

METHOD OF PAYMENT
PROGRESS REPORT REQUIREMENTS
I. Method of Payment
Partial payment shall be made to the ENGINEER monthly upon City's approval of
an invoice from the ENGINEER outlining the estimated current percent complete of
the total project. The budget does not include revisions to the scope of work after
the NTP. If revisions are requested by the City, a revision of scope and budget will
be required.
Partial payment shall be made to the Engineer monthly; the aggregate of such
monthly partial fee payments shall not exceed the following:
Until delivery of the preliminary (75%) report, a sum not to exceed 60 percent of
the total lump sum fee of the amendment.
Until delivery of the final draft (90%) report, a sum not to exceed 90 percent of the
total lump sum fee of the amendment.
Upon delivery of the final (100%) report and LOMR as defined in Attachment C-1 of
the original contract, the balance of fees, less previous payments, shall be payable
after delivery of the FINAL report and electronic files.
II. Progress Reports
A. The Engineer shall submit to the designated representative of the Director of
the Department of Transportation/Public Works monthly progress reports
covering all phases of the analysis in the format required by the City.
B. Periodic reports concerning MWBE participation shall be submitted as required
by the MWBE Office.
