AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL TRUST FUND IN THE AMOUNT OF $34fl,000.Ofl FROM AVAIIJ~BLE
FUNDS FOR THE PURPOSE OF FUNDING A PORTION OF THE VEHICLE
UTILIZATION STUDY OF THE POLICE DEPARTMENT, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $340,flOfl.00 from available funds for the purpose of funding a portion of
the Vehicle Utilization Study of the Police Department.
SEGTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Appropriation of Funds in the Police Special Trust Fund
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund by $344,404 from available funds; and
2. Authorize the transfer of $284,444 from the Special Trust Fund to the General Fund.
DISCUSSION:
fan December 21, 1993 {M&C C-14125}, the City Council authorized the City Manager to accept monetary
gifts totaling $284,444 from various local foundations to fund a portion of a $484,404 vehicle utilization
study of the Police Department. The same Mayor and Council Communication (M&G} authorized a contract
with the Institute of Management Resources to perform this study with the additional $244,444 covered in
equal portions by the General Fund and Awarded Assets.
The donated funds were transferred to the Special Trust Fund for tracking purposes with the intent to
reimburse the General Fund as actual expenditures occurred. However, this reimbursement of the General
Fund for the $284,440 never occurred. As a result, the funds remain available in the Special Trust Fund,
although the consultant was paid and the project completed. This M&C appropriates funds that will be
transferred back to the General Fund to correct these errors.
