AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE NEW EQUIPMENT PURCHASE FUND IN THE
AMOUNT OF $1,482,866.44 TO BE OBTAINED THROUGH THE CITY'S
EQUIPMENT NOTE PROGRAM APPROVED ON FEBRUARY 9, 1999, (M&C 6-
12462) BY ORDINANCE NO. 13701 FOR THE PURPOSE OF FUNDING TWO 75
FOOT QUINT AERIAL LADDER FIRE TRUCKS FROM HOUSTON GALVESTON
AREA COUNCIL FOR THE FIRE DEPARTMENT; PROVIDING A SEVERABILITY
CLAUSE MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PR10R ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments far Fiscal Year 2443-
2444 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the New Equipment Purchase Fund in the amount of $1,482,866.44 to be
obtained through the City's Equipment Note Program approved on February 9, 1999, (M&C 6-
12462) by Ordinance No. 13741 for the purpose of funding two 75 foot Quint aerial ladder fire trucks
from Houston Galveston Area Council for the Fire Department.
SECTION 2.
That should any portion, section or part of a section of this severability clause be declared invalid,
inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion ar
judgment shall in na way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15636 and ail other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shell take effect upon adoption.

Purchase of Two 75 Foot Quint Aerial Ladder Fire Trucks from the Houston-Galveston Area Council
for the Fire Department
RECOMMENDATION:
It is recommended that the City Council authorize:
1. The purchase of two 75 foot Quint aerial ladder fire trucks from the HGAG (Houston-Galveston Area
Council} for the Fire Department at a cost not to exceed $1,082,866 with payment due within 34 days of the
date of the invoice and freight is included in the unit price; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the New
Equipment Purchase Fund by $1,082,866 to be obtained through the City's Equipment Note program
approved on February 9, 1999 {M&C G-12462}, Ordinance Na. 13701.
DISCUSSION:
The Quint aerial ladder trucks are replacements for the Gity's uneconomically repairable units Nos.
2340042 and 2340004 that will be sold at auction. Firefighters will use this equipment in the rescue and
protection of the citizens of Fort Worth.
The Fire Department has reviewed the pricing of the equipment, based on HGAC Bid No. FS02-01, and
finds the cost to be reasonable. Under Section 271.102{c~ of the Texas Local Government Code, a local
government purchasing an item under such a contract satisfies any state law requiring that the local
government seek competitive bids for purchase of the item.
M1WBE - A waiver of the goal for MNVBE subcontracting requirements was requested by the Purchasing
Division and approved by the MNL'BE Office because the purchase of goods is from sources where
subcontracting or supplier c~ppor'~~nities are negligible
