HomeMy WebLinkAboutOrdinance 15762Ordinance No. ~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE PARK IMPROVEMENTS FUND IN THE AMOUNT OF $88,444.44 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING CONSTRUCTION OF A PILOT OFF-LEASH DOG PARK AT GATEWAY PARK; MAKING THIS ORDINANCE CUMULATIVE flF PRIOR ORDINANCES IN GONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2443-2444 in the Budget of the City Manager, there shad also be increased estimated receipts and appropriations in the Park Improvements Fund in the amount of $88,444.44 from available funds for the purpose of funding construction of a pilot off-leash dog park at Gateway Park. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shah be cumulative of Ordinance No. 15636 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Approve the transfer of $88,444 from the Special Trust Fund to the Park Improvements Fund; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $88,444 in the Park Improvements Fund from available funds. 3. Authorize the Ci#y Manager to construct a pilot off-leash dog park at Gateway Park at a cost of $88,444. DISCUSSION: On October 14, 2443, Parks and Community Services Department staff provided an Informal Report to City Council regarding citizen requests for an offi-leash dog park in Fort Worth. At the City Council's request, staff presented the issue to the Government and Neighborhood Relations Committee {GNRC) at the November 4, 2443 meeting. At the meeting, staff requested guidance regarding the establishment of a pilot program for a dog park in order to test the local market for such parks. The GNRC recommends the development of a "pilot off-leash dog park" in Gateway Park. Gateway Park was chosen based on the following criteria: An off-leash dog park is inel~rded in the Gateway Park Master Plan. Locatincg the off-leash park in a Large Recreation Park adheres to Dog Park Policy criteria. f~afewav Park is located adjacent to major frees^~ays and thoroughfares.
