§ Renewal of Interlocal Agreement Court Order No. 107821
COUNTY OF TARRANT § Project: Dirks Road
BACKGROUND
1. Tarrant County ("COUNTY") and the City of Fort Worth ("CITY") entered
into an Agreement approved by Tarrant County Commissioners Court
Order No. 107821, for the cooperative funding of improvements to Dirks
Road ("Project's as described in the 2006 Tarrant County Bond Program.
2. The Project is not complete and the COUNTY and the CITY desire to
renew the Agreement for the 2012 Fiscal Year.
Therefore, the COUNTY and CITY agree to the following
1. The COUNTY and the CITY renew the Agreement for the COUNTY's 2012
Fiscal Year with the Agreement to expire September 30, 2012 or the
completion of the Project as determined by the COUNTY, whichever
occurs sooner.
2. The COUNTY and CITY agree to the revised payment schedules.
3. All terms and conditions of the original Agreement as amended remain in
effect except to the extent modified by this Renewal.

* COUNTY payments by completed phase are contingent upon the COUNTY'S
reasonable determination that the work regarding the project phase for which payment
is expected is successfully completed, as determined by the COUNTY. COUNTY
plans to issue debt for all phases of this project, therefore payment remains contingent
on debt issuance in accordance with applicable law.
Once Construction commences, COUNTY payment shall be made by fiscal quarter
prorated over the life of the construction but contingent upon reasonable progress in
construction as may be determined by the COUNTY.

SUBJECT: Authorize the Annual Renewal of the Interlocal Agreement with Tarrant County in the
Amount of$2,000,000.00 for the Widening of Dirks Road from Bryant Irvin Road to the
Western Limits of the Future Chisholm Trail Parkway-Formerly Southwest Parkway
(COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council Authorize the annual renewal of the Interlocal Agreement
with Tarrant County in the amount of$2,000,000.00 for the widening of Dirks Road from Bryant Irvin
Road to the Western Limits of the future Chisholm Trail Parkway-formerly Southwest Parkway.
DISCUSSION:
The renewal of this Interlocal Agreement is required once a year for the County's participation in the
new fiscal year and may revise the payment schedule in the attached Interlocal Agreement.
Dirks Road between Bryant Irvin Road and Granbury Road is a six lane divided arterial on the City's
Master Thoroughfare Plan. Reconstruction of Dirks Road will widen the two lane road to a six lane
divided roadway with traffic signal, storm drainage, and sidewalk improvements. The project is
divided into two phases with Phase 1 from Bryant Irvin Road to the western limit of the future
Chisholm Trail Parkway. Phase 1 is under construction with completion of construction scheduled for
this year. Phase 2 is from the eastern limit of the future Chisholm Trail Parkway to Granbury Road.
Phase 2 is currently under design with construction anticipated to begin late 2012 and finish early
2014.
On January 9, 2007, (M&C G-15571) City Council authorized the sale of$42,325,000.00 in
Certificates of Obligation for the purpose of funding part of the Critical Capital Needs Program. That
amount included $7,500,000.00 for the design and construction of Dirks Road from Bryant Irvin Road
to Granbury Road. Tarrant County is participating in Dirks Road Phase 1 by funding $2,000,000.00
for reconstruction.
On March 23, 2010, (M&C C-24142) City Council authorized the execution of an Interlocal Agreement
with Tarrant County, Texas for cost participation, and accepted Tarrant County's contribution in the
amount up to $2,000,000.00 for the construction of Dirks Road Phase 1. On September 28, 2010,
(M&C C-24495) City Council authorized renewal of the Interlocal Agreement with Tarrant County for
cost participation, and accepted Tarrant County's contribution in the amount up to $2,000,000.00.
The City will own and maintain the roadway after construction is complete.
This project is located in COUNCIL DISTRICT 3, Mapsco 102B and 102C.
