WHEREAS, the City of Fort Worth (City) and RJN Group, Inc. ,
(Engineer) made and entered into City Secretary Contract No. 40121, (the
Contract) which was authorized by the City Council by M&C C-23914 on the
17th day of November 2009; and
WHEREAS, the Contract involves professional services for the
following project:
Clear Fork Drainage Basin M-210 Sanitary Sewer Improvements.
WHEREAS, it has becom e necessary to execute Amendment No. 1 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Consultant, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:
1.
Article I, of the Contract is amended to include the additional
professional services specified in M&C C-24999, adopted by the City
Council on the 12th day of July, 2011, and further amplified in a
proposal letter dated March 29, 2011, copies of which are both attached
hereto and incorporated herein. The cost to City for the additional
services to be performed by Consultant total $92,009.00.

Article II, of the Contract is amended to provide for an increase
in the maximum fee to be paid to Consultant for all work and services
performed under the Contract, as amended, so that the total fee paid by
the City for all work and services shall not exceed the sum of
$524,405.00.

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 in
the amount of$92,009.00 to City Secretary Contract No. 40121 with RJN Group, Inc., for the Clear
Fork Drainage Basin M-210 Sanitary Sewer Improvements on Mockingbird Lane, Country Club
Circle, Colonial Parkway and Rogers Road, thereby increasing the contract amount to $524,405.00.
DISCUSSION:
On April 13, 2010, the City Council authorized the City Manager to execute an Engineering
Agreement with RJN Group, Inc. (M&C C-24176) in the amount of$432,396.00 to prepare plans and
specifications for Clear Fork Drainage Basin M-210 Sanitary Sewer Improvements.
Amendment No. 1 will provide compensation for the additional services on the project required for:
Hydraulic Modeling of gravity sewer alignment and siphon alternatives based upon the preliminary
hydraulic model for the Fort Worth Wastewater Master Plan Model currently under development
and the supplemental flow data previously collected on the system in the project area.
Additional geotechnical services.
Additional survey services.
Additional project coordination meetings with the U.S. Army Corps of Engineers, Tarrant Regional
Water District and adjacent property owners.
Additional sewer design.
RJN Group, Inc., proposed to provide the additional requested services for a lump sum fee of
$92,009.00. City staff considers this fee to be fair and reasonable for the scope of services provided.
RJN Group, Inc., is in compliance with the City's M/ BE Ordinance by committing to an additional 12
percent M/ BE participation on this Amendment No. 1.
The project is located in COUNCIL DISTRICTS 3 and 9.

The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated of the Sewer Capital Projects Fund.

Mr. Cooper:
Please find attached, REVISED Contract Amendment No. 1 to the M-210 Sanitary Sewer
Relocation Project. This revised amendment request addresses the compensation of labor and
expenses for extra work performed from the beginning of the project through November 2010.
This included significant additional scope during the conceptual phase of the project. There are
also some other items included in this amendment request which reflects the impacts of identified
scope changes and project complexities that affects several future work tasks, including
preliminary and final designs, project coordination with other entities, permits and public
involvement activities. We have also included additional sub-consulting costs for supplemental
geotechnical and topographic surveying to assist with the remaining design services tasks, plus
your recent requests to include the 150 LF realignment design of M-180 in Hartwood, the design
of a 1,800 LF of 8-inch waterline replacement in Country Club Circle and the re-routing
wastewater flows from old M-64, which currently crosses diagonally through a residential
property, into a new 240 LF sewer line extension along Simondale to the new M-210 alignment.
A summary table of amendment items and costs are provided after the description of specific
amendment items which are more particularly described below, including addressing your initial
review comments to the December 2010 amendment submittals.
CONCEPTUAL PHASE—EXTRA WORK PERFORMED
1. Hydraulic Modelinlo of Gravity Sewer Alienment and Siphon Alternatives:
Work included obtaining the preliminary hydraulic model for the Fort Worth Wastewater
Master Plan Model currently under development by Freese&Nichols, Inc. RJN had to refine
this model and integrate the supplemental flow data previously collected on the system in the
project area. Significant efforts were made to conduct a thorough hydraulic analysis of the
system using the newly updated sewer model to document impacts to the potential pipeline
design from downstream system surcharging, the inclusion of M-37 sewer flows, and the
design configuration of the proposed double barrel siphon and outfall. This amendment
includes a small amount of additional labor hours (11 hrs) to revise the prior analyses since
the proposed sewer alignment and siphon configuration has been changed substantively. This

will allow us to set the final pipe sizes, project system velocities, and confirm surcharging
impacts during average daily, peak average daily and peak wet-weather events both in phase
and out of phase. The total fee requested for this item is $10,005.00.
2. Gravity Sewer Desien-Proiect Justification to Director:
As you are aware, the Department Director questioned FWWD staff and RJN on the need to
revise this project concept from a western relief line into a complete sewer interceptor
traversing the area to the east, immediately after the revised design contract was approved.
The following items listed below were performed in an effort to provide a clear justification
to the Department Director for the proposed gravity sewer main alternative along Colonial
Parkway. We conducted a thorough review of the numerous alternatives developed for the
prior M-210 project, including running specific hydraulic analyses using the new model to re-
confirm the prior alternatives assessment findings. This effort reconfirmed that short of
pumping wastewater, the western gravity option did very little to alleviate the recurring
overflow problems along Mockingbird or on the golf course. Labor and expenses associated
with the development of numerous project exhibits and conducting the briefing are also
included in the amendment request. The total fee requested for this item is $5,050.00.
3. Special Proiect Briefine Efforts for Residents. Colonial Country Club Board Members
and Council Representatives for the area:
Once the Director agreed to pursue the new gravity sewer plan, very detailed work was
initiated to refining the proposed sewer alignment and the Trinity River siphon crossing. The
amendment work also included addressing an increase in scope associated with the private
sewer system improvements required for the Colonial Country Club (CCC)after discovering
additional restrooms on the property and receiving clarification on the alignment of the main
sewer service collecting wastewater from the clubhouse and other major structures on site.
As a result, we developed 4 private sewer system plan alternatives and presented these
alternatives and their revisions to the CCC staff at several meetings in May and June. Since
then, there have been further developments with the gravity main design that continues to
impact the private sewer plan.
On June 29`h, we were notified by FWWD staff that project inquiries had been made by some
residents in the area. We were directed to prepare exhibits and planning documents for use
by the City in briefing them. Significant efforts were provided in order to refine the pipeline
alignment, define its design parameters and review its constructability in light of local
interests expressed in this project. This was used in the development and refinement of
specific project briefing materials to be used. We also participated in a "rehearsal" briefing
meeting with the City on July 8'h at which time we were directed by Frank Crumb to find
another solution to the collection system problems out there—the gravity option was declared
dead(See Amendment Item No.4 below).
Later, after the gravity option was re-instated in late August (8/25/10), additional work was
performed to address continued requested alignment refinements (exhibit revisions), as well
as integrating the previously planned major waterline improvement in the area into the
exhibits. Eventually a formal briefing was held with the resident's at the City and then later
subsequently performed again by the City with the CCC Board and City Council Members.

This amendment item request addresses all of these items to produce extensive, specific,
presentation materials and conduct numerous coordination and briefing meetings for City
Staff, City Council representatives, area residents, and the CCC Board Members and their
staff. The total fee requested for this item is$10,040.00.
4. Development and Evaluation of Lift Station Alternative(s):
As noted in item 3 above beginning the afternoon of July 8`h, work immediately began trying
to develop viable alternatives for the sighting and implementation of a lift station alternative
to move sufficient peak flows that would eliminate overflows at Hartwood and on the golf
course. A number of field visits and GIS analyses were conducted to identify potential lift
station sites as well. Five lift station alternatives were identified and screened resulting in
only three being determined to be potentially viable. A number of exhibits were prepared and
used in meetings with the City,the CCC staff and ultimately at the local resident briefing held
in September. Ultimately, none of the three sites was determined to be feasible during this
process.
Project efforts also included several discussions and coordination efforts concerning the use
of the floodway sump with the Corps of Engineers, Tarrant Regional Water District(TRWD)
and the CCC staff. This alternative was hydraulically modeled extensively in order to
optimize the amount of flows (5.0 mgd)needing to be diverted to eliminate area overflows in
the system. On August 25`h, we were formally notified that the City Managers' office and
City Council representatives were supporting the gravity option and directed us to
immediately proceed with that effort again. The efforts associated with the lift station
concept began on July 9`h and ended on August 25`h. The total fee requested for this item is
$9,875.00.
DESIGN PHASES—FUTURE WORK TO BE PERFORMED
5. Additional Sub-cousultine Services for Design Support:
This amendment request includes supplemental and new sub-consultant services for:
Additional Geotechnical Services from Addula—After adjusting the preliminary bore plan,
we are requesting an increase of another 30 VF of bore depth(all rock assumed). The revised
proposal from Addula is $30,340.00, a $4,639.00 increase in fee. We are seeking an
additional labor to support this task in the amount of $690.00 to cover two (2) scope of
service changes caused by the super bowl project moratorium. Therefore the geotechnical
services subtotal is$5,329.00
Extra Survey for the Private Sewer System Design Plan — We have expended everything in
our existing survey budget except for 2 easements ($1,600.00). This covered some extra
scope of work items, but not all of them. Additionally, we need to account for more time to
collect data within the CCC property to refine the conceptual private service plans we have
developed so far and we anticipate a significant effort will be needed to finalize a private
sewer service plan for the CCC property. Since we currently do not know which private
sewer plan will be acceptable to the CCC at this time, it is likely that we may have to layout
several options in sufficient detail to solicit a decision from the CCC and we are out of survey

funds. We are seeking additional funds for supplemental surveying needed to address that
level of design effort.
Additionally, supplemental survey is needed for the remainder of the Country Club Circle
Waterline replacement, plus the recently added Simondale sewer extension and Hartwood
sewer realignment. Therefore we are seeking to add 2.5 additional days to the contract days
for on-site survey for private sewer system design support and another one-half day for
surveying existing University Dr. storm sewer system at$2000/day. We are also seeking 840
If of topographic survey for the remainder of Country Club Circle for the water line design
and the sewer extension in Simondale at $4.50/LF. Lastly, we are requesting $1.00/LF for
the staking of the pipeline alignment in the park at the request of the Parks Department to
assist with the Park's Conversion process. The associated management labor cost of
$1,200.00 for this expanded survey scope has been incorporated into this amendment item.
Therefore the supplemental system surveys subtotal is$12,130.00.
Therefore the total fee requested for these two sub-consultant itemized work tasks is
$17,459.00.
6. Preliminary Design —Resolving Storm Sewer Conflicts Siphon and Outfall Design
Revisions.and Additional Private Sewer System Improvements:
The preliminary design report for the gravity sewer main option was based on crossing the
Trinity River just east of the Rogers Rd. bridge. Unfortunately as we learned, the TRWD has
and continues to construct recreation improvements along the north side the Clear Fork,
including constructing a new concessions building located in the original crossing location
adjacent to Rogers Rd. This action required us to find a new sewer outfall location which
now proposed just west of University Dr. These changes required us to cross an existing
storm sewer system located along Rogers and Colonial Parkway which proved to be in
significant conflict with our proposed sewer grades. Given the minimal net slope available to
build this interceptor, downstream constraints (limit space) on the siphon design and Field
Operations' requested revised connection point on M-272C in University, numerous design
alignments and configurations to avoid and minimize conflicts with the existing storm sewer
system and maintain the head needed for the proper operation of the Trinity River siphon
were developed,evaluated and independently reviewed for constructability.
These efforts resulted in a design plan that included a bored section from the University Drive
median to the TRWD parking lot, into a steep slope siphon bore across the Trinity River, and
new alignment footage through Forest Park across the existing 54-inch storm sewer and
paralleling the storm sewer along the remainder of Phase I of the interceptor. These
alignment choices require the design of a large storm conflict box to mitigate the head loss
caused by storm and sanitary sewer crossing conflict, and the design of a custom recessed
double curb inlet at the corner of Colonial Parkway and a custom drop inlet with dual pipe
outlets needed to clear the proposed sewer pipeline alignment. Lastly, this amendment item
also includes some labor hours for an increased scope of work for the development and
production of CCC private sewer service plan alternatives, and unique specifications and
details for this project. Therefore the total fee requested for the prior alignment analyses
and the new design work items is$8,350.00.

7. Final Design —Resolving Storm Sewer Conflicts Siphon and Outfall Design Revisions
Additional Private Sewer System Improvements• and Waterline Proiects Coordination
and Integration:
This amendment item addresses the final draft and final plan costs associated with the revised
alignments, new storm sewer improvements, private sewer system plan improvements and
waterline project integration. Extra labor hours were being requested after reviewing the
"preliminary" plans we received on the proposed waterline improvements that revealed
substantive revisions are needed on those plans prior to advertising for construction. We
have determined that, without close coordination of those waterline design changes,
significant impacts to our sewer design would occur. Several meetings and efforts have been
held to coordinate these projects and we have refined our design based on this information.
Note that changes in the construction time frame continue to impact the integration of the
waterline projects with M-210. Therefore the total fee requested for the design work
items noted above is$7,455.00.
8. Additional Proiect Coordination and Public Involvement Services:
Given the political nature of this project and the wholesale changes to the private sewer
system on the Colonial Country Club property, additional labor hours are being requested to
address holding 2 more meetings with CCC staff on the design and construction of the
selected private sewer service plan, and for additional time associated with the preparation of
project briefing materials for the upcoming public meeting(s). The total fee request for this
item is$2,180.00.
9. Additional Services for Proiect Permits(Floodplain Storm water,USACE)-
The additional labor expenses being sought under this task is to cover extras coordination
efforts to obtain information from the Corps of Engineers and TRWD regarding the specific
permitting requirements anticipated for this project which we believe to be substantive efforts
to contact and provide project overview information to them so that we could conduct a
project review meeting to define all permit issues. This also included coordination efforts
with FW staff(floodplain and storm water)and their consultant(Rich DeOtt)about Howards'
branch and our project impacts. Therefore, the total fee requested for the additional
permit services is$2,520.00.
10. Country Club Circle Waterline Replacement; Hartwood Sewer Realignment; and
Simondale Sewer Line Extension Desi ns•
As requested, we have included fees for the design of the following additional design services
requested by the City:
• Approximately 150 LF, 18-inch sewer main realignment in Hartwood to the new M-210
Relief Main in Mockingbird,
• Approximately 1,800 LF, 8-inch waterline replacement in Country Club Circle from the
intersections of Colonial Parkway and Country Club Circle, and
• Approximately 240 LF sewer main extension along Simondale from the manhole on old
M-64 to the new M-210 Relief Sewer Main alignment.

Since we already have survey for the M-180 sewer realignment in Hartwood and survey for
roughly two-thirds (2/3) the length of Country Club Circle, we are requesting additional
survey of 840 LF at $4.50/LF (this cost is shown under amendment item 5). After revisiting
the scope of work, we have included the estimate of additional labor hours needed to perform
the waterline and sewer line designs for the Country Club Circle waterline replacement,
Hartwood sewer replacement and the Simondale sewer line extensions, respectively.
Therefore, the total fee requested for Country Club Circle waterline and supplemental
sewer extensions design services is$19,075.00.
For your convenience we have also attached a LOE spreadsheet that gives a detailed
breakdown as to the allocation of labor associated with amendment items being solicited.

Main Agreement in the amount of $92.009.00, $15,860.00 of which will be performed by the
