AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS 1N
THE GRANTS FUND IN THE AMOUNT OF $"13,000.00, SUBJECT TO RECEIPT OF THE
GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY AND THE U.S.
FORE ADMINISTRATION, FUR THE PURPOSE OF FUNDING THE FIRE PREVENTION
AND SAFETY GRANT PROGRAM; MAKING THIS ORDINANCE CUR,-1ULATIVE OF
PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE 1T ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and
in the Budge# of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $'13,000.00, subject to receipt of the grant from the Federal Emergency
Management Agency and the U.S. Fire Adminis#ration, for the purpose of funding the Fire Prevention and
Safety Grant program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Confirmation of Submission of a Grant Application to the Federal Emergency Management Agency
for the Fire Prevention and Safety Grant Program
RECt~MMENDATi4N:
It is recommended that the City CounciL•
1. Confirm and approve the City Manager's submission of a grant application on November 14, 2443, to
apply for none-year grant of $9,144 from the Federal Emergency Management Agency {FEMA} and the
U.S. Fire Administration for procuring materials to aid in fire safety and prevention programs; and
2. Authorize the City Manager, subject to grant receipt, to enter into an agreement with FEMA and adhere
to grant specifications; and
3. Approve the use of $3,944 as required for the 34°lo match for in-kind contributions; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $13,444 subject to receipt of the funds.
DlSCUSStON:
The Department of Homeland Security, through FEMA's U.S. Fire Administration, is providing funding for
local fire departments to purchase materials to support their fire safety and prevention programs. Currently,
the Fort Worth Fire Department provides fire safety education to the community with a variety of
mechanisms. These include elassroam instructions, presentations, characterization {safety clowns}, and
the distribution of informational literature at various schools, institutions, and events. In addition, the Fire
Department sponsors the Smoke Alarm Program, whereby smoke alarms are distributed and installed free
of charge fhrQUghout the community.
