Statement of Grant Award (SOGA)-------------------------------,
The Statement of Grant Award is the official notice of award from the Office of the Governor (OOG). This Grant Agreement
and all terms, conditions, provisions and obligations set forth herein shall be binding upon and shall inure to the benefit of the
Parties and their respective successors and assigns and all other State of Texas agencies and any other agencies, departments,
divisions, governmental entities, public corporations, and other entities which shall be successors to each of the Parties or
which shall succeed to or become obligated to perform or become bound by any of the covenants, agreements or obligations
hereunder of each of the Parties hereto.
The approved project narrative and budget for this award are reflected in eGrants on the 'Narrative' and 'Budget/Details' tabs.
By accepting the Grant Award in eGrants, the Grantee agrees to strictly comply with the requirements and obligations of this
Grant Agreement including any and all applicable federal and state statutes, regulations, policies, guidelines and
requirements. In instances where conflicting requirements apply to a Grantee, the more restrictive requirement applies.
The Grant Agreement includes the Statement of Grant Award; the OOG Grantee Conditions and Responsibilities; the Grant
Application in eGrants; and the other identified documents in the Grant Application and Grant Award, including but not
limited to: 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal
Awards; Chapter 783 of the Texas Government Code, Title 34, Part 1, Chapter 20, Subchapter E, Division 4 of the Texas
Administrative Code, and the Texas Grant Management Standards (TxGMS) developed by the Comptroller of Public
Accounts; the state Funding Announcement or Solicitation under which the grant application was made, and for federal
funding, the Funding Announcement or Solicitation under which the OOG was awarded funds; and any applicable documents
referenced in the documents listed above. For grants awarded from the U.S. Department of Justice, the current applicable
version of the Department of Justice Grants Financial Guide and any applicable provisions in Title 28 of the CFR apply. For
grants awarded from the Federal Emergency Management Agency (FEMA), all Information Bulletins and Policies published
by the FEMA Grants Program Directorate apply. The OOG reserves the right to add additional responsibilities and
requirements, with or without advance notice to the Grantee.

agrees and certifies compliance with the requirements outlined in the Grant Agreement, including all provisions incorporated
herein, and agrees with the following conditions of grant funding. The grantee's funds will not be released until the grantee

1. Ratify the application for, and authorize acceptance of, 9f awarded, the Sexual Assault Evidence Testing Grant Program, from the Offce of the
7exas Govemor, Public Safety �ifice, Fiscal Year 2026 in an amount up to $250,000.00;
2. Authorize the execution of a retated grant agreerrzent with the Office of the Texas Govemor, P�blic Safety Of�ce;
3. Adopt the attached Ftesolution for acceptance oi granf funds in an amount up to $250,000.00 and to make assurances as required by the
Fiscal Year 2026 Publio Safety Office Grant Program; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operafing State Fund, subject to
receipt of the grant, in an amount up to $250,000.00, for cAntractual senrices for the screening andlor grvicessing of sexual assault evidence
collection Ecits.
AISCUSSION:
7he agplication deadlins for the Office of the Texas Gavemor, Pub�ic Safeiy Office, Sexual Assault Evidence Testing Grant Program FY2026 is
February 13, Zaz�.
The Fort Worth Po�ice Department Crime Laboratory has applied for program funding in an amount up to $250,040.04 for casts associated
with the forensic analysis of physical evidence in relation to sex�al assault or other sex offenses. If awarded, atlowable uses of funds are limited to
the screening, pracessing, andlor enfering rele�ant information into Combined DNA lndex System for sexual assauif evidence collection kits and
will pay for:
1. Overtime or temporarylcontract workers who screen andlor process sexual assauli kits,
2. Contractual servEces for screening artd/or pr'ocessing of sexual assaui# kits,
3. 5upplies and equipment used in ihe screening andlor processing of sexual assauit kits, or
4. Safaries and benefits for workers who screen andlor process sexual assault k�ts.
FWPD-CL will use the grant funding for contractual seroices for screening andlor processing of approximately 110 sexuaE assault kits by
outsourcing to an accredited [aboratory with the average cost of approximately $2272.00 per kit. ,
Ho salaries are being charged to this grant, and therefore indirect cost recovery does not appfy. The Grant App�ication Repository number for
tracking purposes is GRIV7-APPL-0OOOD00110.
Matching tunds are not required under the grant. 7he funding fype is reimbursable.
The grant wifl serve ALL COUNCIL DIS7RICT5.
A Form 1295 is not required because: This contract will be with a govemmental entity, state agency or pUblic institution of higher education: Office.

SECTION �.
That in addition to those amounts allocated to the various City departments for Fiscai Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating State Fund in the amount up to �250,0OO.OU, subj ect to the award and receipt of the grant, far the
purpose of funding for the screening and/or processing af sexual assault evidence collection kits (SAKs}.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inaperative or vozd
for any reason by a court of cocnpetent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining porrions, sections, or parts of sections of this ordinance, which said remaining provisions shaIl
be and remain in full force and effect.
SECTION 3.
That this ordinance shalI be cucnulative of Ordinance 27107-09-2024 and all other ordiaances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriativns are hereby expressly repealed.
SECTION 4.
This ordinance shal[ take e$ect upon adoption.

The City of Fort Worth Crime Laboratory will use the grant funds for contractual services for
screening and/or processing of approximately 110 sexual assault kits by outsourcing to an
accredited laboratory.
