A RESOLUTION SUPPORTING THE CITY OF HURST'S APPLICATION FOR
FLOOD PROTECTION PLANNING GRANT ASSISTANCE FILED WITH THE
TEXAS WATER DEVELOPMENT BOARD.
WHEREAS, City of Hurst and City of Fort Worth are currently participating in the National
Flood Insurance Program making flood insurance available for all insurable structures in their respective
areas; and
WHEREAS, City of Hurst, Texas, in cooperation with the City of Fort Worth and the City of
Bedford, desires to develop a Flood Protection Planning Study for the Valley View Branch watershed;
and
WHEREAS, City of Hurst, ensures that the proposed planning does not duplicate existing
projects; and
WHEREAS, City of Hurst, has applied for Texas Water Development Board grant funds to
offset the cost of the study and will appropriate matching funds and in-kind services if the grant is
awarded to assist with the financing of the Study; and
WHEREAS, the City of Fort Worth will participate in the study financially in the proportional
amount of$9,000.00, and by providing staff and other in-kind resources, should the grant funding be
awarded; and
WHEREAS, City of Hurst will attempt to pursue implementation of viable solutions identified
through the proposed planning effort and will pursue and identify potential sources of funding for
implementation of viable solutions including working with City of Fort Worth.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
The City of Fort Worth hereby supports the City of Hurst's application to the Texas Water
Development Board for flood protection planning grant assistance.

RECOMMENDATION:

1 Adopt the attached resolution in support of the City of Hurat's application for Flood Protection Planning
Grant Assistance from the Texas Water Development Bnard� and
2. Authorize execution of an Interlocal Agreement with the City of Hurst in the amount of$9,000.00
to participate in a Watershed Study of the Valley View Branch Watershed contingent upon an award of
grant funds tn the City nf Hurst by the Texas Water Development Board.
DISCUSSION:
The City of Hurst (Hurst) is sponsoring a Watershed Study of Valley View Bnanoh, a stream draining from
Hurst through the City of Bedford (Bedford) and the City of Fort Worth (Fort Worth). Hurst is pursuing 50
percent grant funding of the Watershed Study through the Texas Water Development Board (TWDB), with
the remaining 50 percent cost ahona to be paid by Hurst and Fort Worth, based upon the proportion of
stream channel length within each participating City. Bedford isofin8nCi8||y-nOn-COnthbudngparticipant
due tn recent flood damage reduction projects o|nngthmirportionofVa||eyViexvBnanoh. The total
Watershed Study cost will b8 $123'UUU.UU. with $61'5UU.UUtOb8 provided by the TVVDB grant, if
awarded, $52,5UU.UU from Hurst and $0,UUU.UU from City Of Fort Worth.
The objectives nf the Watershed Study include: 1) compiling engineering data pertinent tnthe basin within
a comprehensive report in order to identify and evaluate flood-prone properties and infrastructure within
both cities; 2) formulate and analyze onnmaotuo| alternative solutions that will reduce or eliminate flooding
prob|mrnaxvithinth8Citims- ond3) ossiatinthmprmvmnUnnnffutureflOndingprob|8nnsthrough8nh8nDed
flOOdp|8in management C8p8bi|iti8a. The City Of Fort Worth further benefits through participation inthe
Watershed Study by helping to ensure that the new Trinity Boulevard bridge currently under construction
ia fully considered within alternative solutions.
