SECTION 1. PARTIES TO THE CONTRACT
The 'Texas Department of Housing and Coinnna-ity Affairs, a public and official agency of the State of Texas, and City of
Fort Worth a political subdivision of the State of Texas agree to amend contract no. 611,30001571 executed by the
Department on or about January 1,2013(herein the"Contract").
SECTION 2. CONTRACT TERM
This Contract is amended by replacing Section 2,Contract Tenn,to read-.
This Contract shall commence on January 01, 2013, and, unless earlice terminated, shall end on April 30, 2.014 (herein
the"Contract Ten-a").
SECTION 3.
The Parties hereto agree that all other terms of the Contract shall be and remain in full force and effect as 'therein set forth
and shall continue to govem except to the extent that said terms conflict with the terms of this Amendment, In the event
this Amendment and the terms of the Contract are in conflict, this Amendment shall govern, unless, it would make the
Contract void by law.
SECTION 4.
Each capitalized term not expressly defined herein shall have the meatuing,given to such term in the Contract.
SECTION 5.
Amendment may be executed in several counterparts, each of which shall be deenied to be an original copy, and all of
which together shall constitute one agreement binding on Parties, not v;its tanding that all the Parties shall not have signed
the same counterpart.
SECTION 6.
If any of the Parties returns a copy by facsimile, machine or electronic transmission, the signing party intends the copy of
its authorized signature printed by the receiving machine or the electronic transmission to be its origmil signature.
SECTION 7.
By signing this Amendment, the Parties expressly understand, and agree that its terms shall become a part of the Contract
as if it were set forth word for word therein.
SECTION 8.
This Amendment shall be binding upon the Parties hereto and their respective successors and assigns.
SECTION 9.
1'his,Ainendnient is executed to be effective on the date of execution by the authorized representative for the Department.

RECOMMENDATION:
It is recommended that the City Council
1. Authorize the acceptance of a grant and the execution, of an extension of contract with the Tuxes
Department of Housing and Community Affairs in the amount up to$ ,800,000.00 for the 2013
Community Services Block Grant program,
2, Authorize a, torn-i terest bear Ong inter fund Loan from the fund balance of the General Fun d to the

3 Adopt the attaches appropriation ordinance increasing estimated receipts and appropriations in

On December 13, 2013, the Texas Department of Housing and Community Affairs notified grantees
that the City s great award amount for the 2013: Community Services Block Grant (CSBG) program
will be in the amount of$1,582,4591.0'0. Staff projects there may be an increase ~r funding later
during 2013 resulting in an estimated grant award in the amount of$1 800,000.00 for this
program. At the time that the 2013 CSB,G contracts are processed in January, the Texan Department.

C BG provides programs,and, services to assist to incom�e persons with case management,
emergency assistance, outreach andicertification for ender y assi�sta�u ce, i f rmation,� and referral and
holiday assistance as well as,services to provide cI errts with transportation to se ces for
employment, educational, medical and other needs. The Community Action Partners 'in the Parks
and Community Services Department serves as the designated Community Action Agency for all f'
Tarrant County in a�ccor aince with federal law and,, as,such, admin isters C,SBG-funded
programs. Ten neighborhood CAP offices will be utilized to deliver program services
Interim financing is necessary to provide transition from one grant funding period t o the next. Re
l layment,to the General Fund will be madle during the first reimbursements. No matching funds are
required from the City for the CSBG program. A waiver by the City of indirect costs II maximize
pr ram benefits.
This program services ALL COLINCIL DISTRICTS and the rest of Tarrant County.
