AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE STORMWATER UTILITY FUND IN THE AMOUNT OF
$660,000,00, FROM AVAILABLE FUNDS, FOR. THE PURPOSE OF EXECUTING A
CONTRACT WITH HALFF ASSOCIATES, INC., TO PROVIDE INFORMATION
SYSTEMS SERVICES FOR THL TRANSPORTATION AND PUBLIC WORKS
DEPARTMENT STORMWATER MANAGEMENT DIVISION; PROVIDING FOR, A
SEVERABILITY CLAUSE,- MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTII,
TEXAS:
SECTION I
That in addition to those amounts allocated to the various City departments for Fiscal Year 201.3-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Budget
Utility Fund in the amount of$660,000.00, from available funds, for the purpose Of executing a
contract with Halff Associates, Inc., to provide information systems services for the Transportation and
Public Works Department Stormwater Management Division.
SECTION 2.
That should any portion., section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a Court of competent j Urisdictlon, Such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be Cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of a Three-Year Contract with Halff Associates, Inc., in an Amount Not to Exceed
$660,000.00 to Provide Geographic Information Systems Services for the Transportation and Public Works
Department Stormwater Management Division and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of a three-year contract with Halff Associates, Inc., in an amount not to exceed
$660,000.00 for Geographic Information System services for the Transportation and Public Works
Department Stormwater Management Division; and
2. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the Stormwater Utility Fund in the amount of $660,000.00 and decreasing the available
cash balance of the Stormwater Utility Fund by the same amount.
DISCUSSION:
The Transportation and Public Works Department, Stormwater Management Division, recently completed
a five year initiative to map key data associated with the City's drainage infrastructure in a Geographic
Information System (GIS). This contract will provide services for the next 36 months to optimize the value
of the GIS for preventing flooding by increasing the effectiveness of the maintenance/repair of, and
improvements to, the drainage system.
Examples of some of the specific services to be provided under this contract include: quality control
services to ensure the accuracy of the data, inclusion of drainage easement data in the GIS, tools to make
system data readily available to crews in the field, and conversion of key topographic data from paper to
digital. Halff Associates, Inc., agrees to provide these services over the life of the contract for an amount
not to exceed $660,000.00. Staff considers this cost to be fair and reasonable for the desired scope of
services.
M/WBE Office - Halff Associates, Inc., is in compliance with the City's BIDE Ordinance by committing to 15
percent SBE participation. The City's SBE contract goal on this project is 14 percent.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Stormwater Utility Fund. Upon approval, the available cash
balance of the Stormwater Utility Fund will exceed the minimum reserve as outlined in the Financial
