AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $4,027,049.00
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING PEDESTRIAN
IMPROVEMENTS IN ACCORDANCE WITH THE SQUTH OF SEVENTH
TRANSPORTATION-LAND USE JOINT VENTURE GRANT; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $4,027,049.00 from available funds for the
purpose of funding pedestrian improvements in accordance with the South of Seventh
Transportation-Land Use Joint Venture Grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance and Accept the Developer bocal Match far the Transportation-hand
Use Joint Venture Grant for the South of Seventh Project
RECOMMENDAT1flN:
!t is recommended that City Council:
1) Accept $10,000 from Sol#1, t_. P. as a portion of the required local match in accordance with the terms
of the Economic Development Program Agreement {M&C C-19453 dated February 4, 2003) and the Local
Transportation Project Advance Funding Agreement {LPAFA} {M&C C-19455 dated February 4, 2003}; and
2} Accept land valued at a minimum of $795,410 through the dedication of right-of-way for Museum Way,
Cielo Greek Drive, and other streets as appropriate, from Sol#1, L.P. as a portion of the required local
match in accordance with the terms of the Economic Development Program Agreement {M&G C-19453}
and the LPAFA {M&G C-19455); and
3) Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $4,027,049 from available funds.
DISCUSSIt}N:
The South of Seventh Project {the Project) has been selected for inclusion in the Transportation-Land Use
Joint Venture Program established by the North Central Texas- Council of Governments {NGTCOG}. The
goal of this program is to encourage the development of land in a manner that mitigates growing traffic
congestion in the region, contributes to the improvement of regional air quality, and addresses long-term
transportation funding constraints. Under the program, federal transportation grant funds are provided to
Ioca1 public sponsors, such as the City, for qualified transportation-related aspects of approved privately-
funded (and development projects. such as the South of Seventh Project. C?n November 5, 2001, the City
was notified that the Project had been selected for inclusion in the program.

$805,414. The local match leverages the federal program grant funds, valuing $3,221,639, to be expended
in accordance with the terms of the grant and the Economic Development Program Agreement. TxDt~T wi11

$3,221,639.
The development is located in GOUNGii_ D15TRiGT 9.
FISCAL INFORMATION/CERTIFICATION:
The Finance Directar certifies that upon receipt of the grant contract and adoption of the attached
appropriation ordinance, funds will be available in the current operating budget, as appropria#ed, of the
Grants Fund.
