AN ORDINANCE REALLOCATING APPROPRIATIONS IN THE GENERAL
FUND FOR THE POLICE DEPARTMENT BY DECREASING
APPROPRIATIONS IN THE SALARY & BENEFITS CATEGORY IN THE
AMOUNT UP TO $495.00 AND INCREASING APPROPRIATIONS IN THE
TRANSFERS AND OTHER CATEGORY BY THE SAME AMOUNT, FOR THE
PURPOSE OF TRANSFERRING TO THE GRANTS OPERATING FEDERAL
FUND FOR THE CITY'S MATCH REQUIREMENT FOR THE FISCAL YEAR
2024 TEXAS DEPARTMENT OF TRANSPORTATION COMMERCIAL MOTOR
VEHICLE GRANT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be a reallocation of appropriations in the General Fund for the
Police Department by decreasing appropriations in the Salary & Benefits category in the amount up to $495.00
and increasing appropriations in the Transfers and Other category by the same amount, for the purpose of
transferring to the Grants Operating Federal Fund for the City's match requirement for the Fiscal Year 2024
Texas Department of Transportation Commercial Motor Vehicle Grant
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL) Adopt Appropriation Ordinances Reallocating Appropriations in the General Fund for the Police Department in an Amount Up to $495.00 for
the Purpose of Transferring to the Grants Operating Federal Fund for the City's Match Requirement for the Fiscal Year 2024 Texas Department of
Transportation Commercial Motor Vehicle Grant
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance reallocating appropriations in the General Fund for the Police Department by decreasing
appropriations in the Salary & Benefits category in an amount up to $495.00 and increasing appropriations in the Transfers and Other
category by the same amount, for the purpose of transferring to the Grants Operating Federal Fund for the City's match requirement for the
Fiscal Year 2024 Texas Department of Transportation Commercial Motor Vehicle Grant; and
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Operating Federal Fund,
subject to the receipt of the grant, in an amount up to $495.00, transferred from the General Fund, for the City's match requirement for the
Fiscal Year 2024 Texas Department of Transportation Commercial Motor Vehicle Grant.
DISCUSSION:
On 1/10/2023, the City Council approved Mayor and Council Communication (M&C) 23-0042 and ratified the City's application for, and authorized
acceptance of, the Fiscal Year 2024 Texas Department of Transportation (TXDOT) Commercial Motor Vehicle (CMV) Grant (Grant), in an amount
up to $100,000.00 which included the Federal portion and partial match amount. The TXDOT CMV grants are aimed at reducing the number of
vehicle crashes, injuries, and fatalities involving commercial motor vehicles.
The purpose of this M&C is to amend the request to include the final grant match portion, which was short due to the requirement to accept a
higher Indirect Cost than what was in the original agreement, and to request that the Council adopt the attached appropriation ordinance
increasing estimated receipts and appropriations in the Grants Operating Federal Fund in an amount up to $495.00 for the required match to
make assurances as required by the TXDOT.
Funding is currently budgeted in the Salary & Benefits category and is being reallocated to the Transfers and Other category within the General
Fund for the purpose of transferring to the Grants Operating Federal Fund for the City's grant match.
Indirect costs are covered by the grant.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
