AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS OPERATING FEDERAL FUND, SUBJECT TO THE RECEIPT OF THE
GRANT, IN THE AMOUNT UP TO S15,722.00, FOR THE PURPOSE OF ALLOWABLE
EXPENSES RELATED TO ADMINISTRATIVE COSTS ASSOCIATED WITH THE
COMPLIANCE AND INSPECTION REQUIREMENTS OF TWO HOME -ARP FUNDED
MULTIFAMILY DEVELOPMENTS; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the Budget of
the City Manager, there shall also be an increase in estimated receipts and appropriations in the Grants Operating Federal
Fund, subject to the receipt of the grant, in the amount up to $15,722.00, for the purpose of allowable expenses related
to administrative costs associated with the compliance and inspection requirements of two HOME -ARP funded
multifamily developments.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force
and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations
are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 3 and CD 8) Accept HOME Investment Partnerships Program Award from the U.S. Department of the Housing and Urban Development in the
Amount of $15,772.00 from the 2021 American Rescue Plan Act and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Accept HOME Investment Partnerships Program Award from the U.S. Department of the Housing and Urban Development in the amount of
$15,772.00 from the 2021 American Rescue Plan Program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject
to the receipt of the grant in the amount up to $15,772.00 (bringing the total to $10,552,802.00), for allowable expenses related to the
administrative costs associated with the compliance and inspection requirements of two HOME Investment Partnerships American Rescue
Plan Program funded multifamily developments.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to accept an additional $15,772.00 in HOME Investment Partnerships American
Rescue Plan Program (HOME -ARP) funds. On December 14, 2021, City Council accepted an award in the amount of $10,537,030.00 in HOME -
ARP funds to support housing for individuals experiencing or at risk of homelessness and other vulnerable populations. (M&C 21-0968)
On June 14, 2022, City Council awarded HOME -ARP funds to two Permanent Supportive Housing (PSH) multifamily developments, Journey
Home Housing which consists of 48 units of which 26 are HOME -ARP designated units, and Camp Bowie Apartments which consists of 96 PSH
units of which 40 are HOME -ARP designated units. Both projects are nearing completion, with leasing expected to begin on or before fall of 2025.
On May 29, 2025, the City was notified by the U.S. Department of Housing and Urban Development (HUD) they discovered an administrative error
in the allocations of the HOME -ARP funds which inadvertently allocated less HOME -ARP funds to the City. The error resulted in an additional
award of $15,772.00 bringing the total grant award from $10,537,030.00 to $10,552,802.00.
This M&C will also appropriate the additional funds in the amount of $15,772.00 for a total of $10,552,802.00 for current and on -going
administrative costs, including annual monitoring and inspections of the HOME -ARP designated units through the expenditure deadline of
September 30, 2030.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget as appropriated in the Grants Operating Federal Fund for the Project. Prior to an expenditure
being incurred, the Neighborhood Services Department has the responsibility of verifying the availability of funds. This is a reimbursement grant.
