AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT
OF $661,600.00 FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING A
CONTRACT WITH J.R. STELZER CO. FOR THE NORTHWEST ELEVATED
STORAGE TANK REHABILITATION PROJECT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORI)INANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT 14FREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shat I also be increased estimated receipts and appropriations in the Water
Capital Projects Fund in the amount of $661,600.00, from available funds, for the purpose of funding a
contract with J.R. Stelzer Co. for the Northwest Elevated Storage Tank Rehabilitation Project.
SECTION 2.
That Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with Such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize Execution of a Contract with J.R. Stelzer Co., in the Amount of $661,600.00 for the Northwest
Elevated Storage Tank Rehabilitation Project Located at 3213 NW 27th Street and Adopt Appropriation
Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer in the amount of $661,600.00 from the Water and Sewer Operating Fund to the
Water Capital Projects fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of $661,600.00; and
3. Authorize the execution of a contract with J.R. Stelzer Co., in the amount of $661,600.00 for the
Northwest Elevated Storage Tank Rehabilitation Project located at 3213 NW 27th Street.
DISCUSSION:
The Northwest 1.0 million gallon elevated storage tank was constructed in 1950. The last coating
rehabilitation of the tank occurred in 2000. This elevated tank provides potable water storage and fire
protection for areas in northwest Fort Worth. The existing coating system is in need of replacement as
required to protect the structural steel from corrosion.
On July 23, 2013, (M&C C-26360) the City Council authorized execution of an Engineering Agreement
with Tank Industry Consultants, Inc., for the design and preparation of contract documents for the
recoating and structural repairs of the Northwest elevated storage tank.
The project was advertised on November 14, 2013 and November 21, 2013 in the Fort Worth Star-
Telegram. On December 12, 2013, the following six bids were received:

MIWBE Office - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the
Water Department and approved by the MIWBE Office, in accordance with the BDE Ordinance, because
the purchase of goods or services is from sources where sub-contracting or supplier opportunities are
negligible.
The project is located in COUNCIL DISTRICT 2, Mapsco 47Y.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Water Capital Projects Fund.
