AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL FUND, IN THE AMOUNT OF $15,000.00
FROM AVAILABLE FUNDS; FOR THE PURPOSE OF PROVIDING STUDENTS
IN FORT WORTH INDEPENDENT SCHOOL DISTRICT THE OPPORTUNITY
TO PARTICIPATE IN THE HIGH SCHOOL POLICE ACADEMY; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in General
Fund in the amount of $15,000.00 from available funds, for the purpose of providing students in the Fort
Worth Independent School District the opportunity to participate in the high school police academy.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Police Academy Curriculum, Authorize Acceptance of Funds in the Amount of $15,000.00 from the Fort Worth Independent School District to
Support the High School Police Academy, Adopt Appropriation Ordinance, and Amend the Fiscal Year 2025 Adopted Budget for the Police
Department
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an interlocal agreement with the Fort Worth Independent School District to increase participation in the High
School Police Academy curriculum;
2. Authorize acceptance of funds from the Fort Worth Independent School District in the amount of $15,000.00 to support the High School
Police Academy;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Fund of the Police Department,
in the amount of $15,000.00, from the Fort Worth Independent School District, for the purpose of funding High School Police Academy
curriculum; and
4. Amend the Fiscal Year 2025 Adopted Budget for the Police Department.
DISCUSSION:
This Mayor and Council Communication (M&C) requests City Council authorization to execute an interlocal agreement with the Fort Worth
Independent School District (FWISD) for students to participate in the High School Police Academy program, authorize acceptance of funds from
FWISD in the amount of $15,000.00 to support the High School Police Academy, adopt the attached appropriation ordinance increasing
estimated receipts and appropriations in the General Fund of the Police Department in the amount of $15,000.00, and amend the Fiscal Year
2025 Adopted Budget for the Fort Worth Police Department (FWPD).
FWPD and FWISD work together to provide high school students in grades 10 through 12 the opportunity to participate in the High School Police
Academy curriculum leading to a greater understanding of the law enforcement field and elective credits with FWISD. Course credits will be
awarded through FWISD for high school academic and diploma requirements.
FWPD and FWISD will collaborate in developing, supporting, and operating the law enforcement component of the program. Students will gain
appropriate work -based educational experiences designed to prepare students for positions in identified law enforcement fields.
A minimum of 20 students per class for up to four (4) classes per school year will attend from the following FWISD campuses: Eastern Hills High
School, Southwest High School, South Hills High School, and O.D. Wyatt High School. FWISD will provide student transportation to and from
FWPD Bob Bolen Public Safety Complex, 505 W. Felix Street, Fort Worth. FWISD will provide uniforms for all participating students.
FWISD will provide regular operating funds in the same manner consistent with other FWISD school programs. FWISD will issue payment of
approximately $15,000.00 to cover the cost of materials used by FWPD and for students enrolled in the program.
AGREEMENT TERM: Upon City Council approval and execution of the interlocal agreement, the agreement shall be effective and shall terminate
on July 1, 2026.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Fort
Worth Independent School District
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, execution of the Interlocal agreement, and adoption of the
attached appropriation ordinance, funds will be deposited into the General Fund. The Police Department (and Financial Management Services) is
responsible for the collection and deposit of funds due to the City. Prior to any expense being incurred, the Police Department also has the
responsibility to validate the availability of funds.
