AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE STORMWATER REVENUE BONDS 2020 FUND, FROM AVAILABLE PROCEEDS
DRAINAGE REVENUE REF 2020 FUNDS WITHIN UNSPECIFIED - ALL FUNDS PROJECT
(CITY PROJECT NO. UNSPEC), BY (I)
INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS, IN THE
AMOUNT OF $2,050,000.00, FOR THE PURPOSE OF FUNDING THE COMANCHE TRAIL
HROM PROJECT (CITY PROJECT NO. 103396); AND
(II) INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS, IN THE AMOUNT
OF
$723,967.00, FOR THE PURPOSE OF FUNDING THE GREENFIELD ACRES DRAINAGE
PH4 PROJECT (CITY PROJECT NO. 102975); PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS: SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Stormwater Revenue Bonds 2020 Fund, from available Proceeds Drainage Revenue Ref 2020
funds within Unspecified - All Funds project (City Project No. UNSPEC), by (i) increasing estimated
receipts and appropriations, in the amount of $2,050,000.00, for the purpose of funding the Comanche Trail
HROM project (City Project No. 103396); and (ii) increasing estimated receipts and appropriations, in
the amount of $723,967.00, for the purpose of funding the Greenfield Acres Drainage Ph4 project (City
Project No. 102975).

SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance arc in
direct conflict with such other- ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Funding for the Comanche Trail HROM and the Greenfield Acres Drainage Ph4 Projects, and Amend Fiscal Years 2025-2029 Capital
Improvement Program
RECOMMENDATION:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Stormwater Revenue Bonds 2020
Fund, from available Proceeds Drainage Revenue Ref 2020 funds within Unspecified - All Funds project (City Project No. UNSPEC), by
(i) increasing estimated receipts and appropriations, in the amount of $2,050,000.00, for the purpose of funding the Comanche Trail HROM
project (City Project No. 103396); and (ii) increasing estimated receipts and appropriations, in the amount of $723,967.00, for the purpose
of funding the Greenfield Acres Drainage Ph4 project (City Project No. 102975); and
2. Amend the Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to replace existing Stormwater Capital PayGo funds in the Comanche Trail
Hazardous Road Overtopping Mitigation (HROM) project (City Project No. 103396) and Phase 4 of the Greenfield Acres Flood Mitigation project
(City Project No. 102975) with 2020 Stormwater Revenue Bonds funding. The 2020 Stormwater Revenue Bond funding is available for re -
appropriation due to several projects being completed under budget, thus bringing about the need to reallocate the remaining bond funds.
Due to the priority to fully spend out the remaining 2020 Revenue Bond funds, the Fiscal Years (FY) 2025-2029 Capital Improvement Program will
be amended to reflect the replacement of Stormwater PayGo Funds with 2020 Stormwater Revenue Bond funding for the Comanche Trail HROM
project and Phase 4 of the Greenfield Acres flood mitigation project.
The Comanche Trail HROM project was substantially completed in fall 2024 and is currently in project closeout. Phase 4 of the Greenfield Acres
flood mitigation project, the last phase of the large scale, phased improvements, was substantially complete in June 2025.
Upon the adoption of the appropriation ordinance, eligible expenses in the amount of $2,773,967.00 will be funded with 2020 Stormwater
Revenue Bonds and residual funding and the same amount within the Stormwater Capital Projects Fund will be transferred out of the Comanche
Trail HROM and the Greenfield Acres Drainage Ph4 projects to Unspecified - All Funds project (City Project No. UNSPEC) and reprogrammed to
other high priority stormwater capital projects in a future M&C.
Funding is available in the Unspecified -All Funds project with the Stormwater Revenue Bonds 2020 Fund for the Transportation and Public Works
Department for the purpose of funding the Comanche Trail HROM and the Greenfield Acres Drainage Ph4 projects, as appropriated.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified - All Funds project within the Stormwater Rev Bonds 2020
Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the
Stormwater Rev Bonds 2020 Fund for the Comanche Trail HROM and the Greenfield Acres Drainage Ph4 projects. Prior to any expenditure
being incurred, the Transportation and Public Works Department has the responsibility to validate the availability of funds.
