HomeMy WebLinkAboutOrdinance 28023-09-2025Ordinance No. 28023-09-2025 AN ORDINANCE REALLOCATING APPROPRIATIONS IN THE GENERAL FUND TO REDUCE THE NON -DEPARTMENTAL DEPARTMENT GENERAL OPERATING & MAINTENANCE CATEGORY IN AN AMOUNT UP TO $10,896.31 AND INCREASE THE NON - DEPARTMENTAL DEPARTMENT TRANSFER & OTHER CATEGORY BY THE SAME AMOUNT, FOR THE PURPOSE OF TRANSFERRING FUNDS FROM THE GENERAL FUND IN AN AMOUNT UP TO $10,896.31 TO THE GRANTS OPERATING FEDERAL FUND FOR THE CITY'S MATCH REQUIREMENT FOR (CITY PROJECT NO. 103255) FEMA-2021 WINTER STORM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the budget of the City of Fort Worth for Fiscal Year 2024-2025, as enacted by Ordinance 27107-09- 2024, as amended, is hereby further amended to make the following reallocation appropriation in the General Fund to reduce the Non -Departmental Department General Operating & Maintenance category in an amount up to $10,896.31 and increase the Non -Departmental Department Transfer & Other category by the same amount, for the purpose of transferring funds from the General Fund in an amount up to $10,896.31 to the Grants Operating Federal Fund for the city's match requirement for (City Project No. 103255) FEMA-2021 Winter Storm. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impairthe remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Goodall City Secretary .o-d-an�n� �do�°FORT*zz�� d� ate° �amo V° °_� ° 008 00000000 ICY �aZI nEXA`�oo�� City of Fort Worth, Texas Mayor and Council Communication DATE: 09/30/25 M&C FILE NUMBER: M&C 25-0940 LOG NAME: 36FD FEMA 2021 WINTER STORM SUBJECT (ALL) Adopt Appropriation Ordinance Reallocating Appropriations in the General Fund to Reduce the Non -Departmental Department General Operating & Maintenance Category in an Amount Up to $10,896.31 and Increase the Non -Departmental Department Transfer and Other Category by the Same Amount, for the Purpose of Transferring Funds from the General Fund in an Amount Up to $10,896.31 to the Grants Operating Federal Fund for the City's Match Requirement for a FEMA Grant for the 2021 Winter Storm RECOMMENDATION: It is recommended that the City Council adopt the attached appropriation ordinance reallocating appropriations in the General Fund to reduce the Non -Departmental Department General Operating & Maintenance category in an amount up to $10,896.31 and increase the Non -Departmental Department Transfer & Other category by the same amount, for the purpose of transferring funds from the General Fund in an amount up to $10,896.31 to the Grants Operating Federal Fund for the city's match requirement for (City Project No. 103255) FEMA-2021 Winter Storm. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to reallocate appropriations in the General Fund (Non -Departmental Department) to support a transfer to provide matching funds for (City Project No. 103255) related to recovery efforts from the 2021 Winter Storm funded by the Federal Emergency Management Agency (FEMA) for a total project budget of $108,963.14. The City of Fort Worth is eligible to receive disaster assistance funding from FEMA to offset the costs of the initial response to the 2021 Winter Storm event. A total of $108,963.14, composed of overtime and related expenses, was submitted and approved for reimbursement. The required local match for this funding is ten percent, totaling $10,896.31. As these funds are not budgeted elsewhere, it is proposed they be reallocated from the Non -Departmental Department in the General Fund to permit the balancing and closing of this project. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Department of Homeland Security, Federal Emergency Management Agency FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the Non -Departmental General Operating & Maintenance category within the General Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Non - Departmental Transfer & Other category within the General Fund for the purpose of transferring to the Grants Operating Federal Fund.
