AMENDMENT No.01
TO CITY SECRETARY CONTRACT No. CSC No. 63457
WHEREAS, the City of Fort Worth (CITY) and Elements of Architecture,
(ARCHITECT) made and entered into City Secretary Contract No. CSC No.
63457, (the CONTRACT) which was authorized administratively on the 16th day
of June,2025 in the amount of $ 38,000; and
WHEREAS, the CONTRACT involves architectural services for the
following project:
Real Time Crime Center Expansion; and
WHEREAS, it has become necessary to execute Amendment No.01 to the
CONTRACT to include the remaining scope of work and revised fee.
NOW THEREFORE, CITY and ARCHITECT, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
Architectural Services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Architect totals $174,600.00. (See Attached Funding
Breakdown Sheet, Page -4-)
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Architect for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $212,600.00.
3.
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

SUBJECT: (ALL) Authorize Amendment to an Architectural Services Contract with Elements of
Architecture, Inc. in the Amount of $174,600.00 for a Total Contract Amount of
$212,600.00 for the Real Time Crime Center Expansion - Tactical Center
RECOMMENDATION:
It is recommended that the City Council authorize an amendment to an Architectural Services
Contract with Elements of Architecture, Inc. in the amount of $174,600.00 for a total contract amount
of $212,600.00 for the Real Time Crime Center Expansion - Tactical Center.
DISCUSSION:
The Fort Worth Police Department is expanding its Real Time Crime Center (RTCC) located at 3900
Barnett Street. The expansion will utilize approximately 3,400 square feet within the existing building
footprint to accommodate a new, state-of-the-art Tactical Real-Time Intelligence Detection
Enforcement of North Texas (TRIDENT) Center.
Elements of Architecture, Inc. is one of five pre-qualified architectural firms selected through the
City's competitive Architectural Design Agreement process. Based on their experience with prior
renovation projects for the RTCC, Elements of Architecture was administratively selected to assist
with the design and development of the TRIDENT Tactical Center.
This Mayor and Council Communication seeks authorization to amend the original professional
services agreement with Elements of Architecture, increasing the contract amount from $38,000.00 to
$212,600.00. This increase reflects additional architectural and engineering services required to
support the expansion, as detailed in the table below:

Funding is budgeted in the CCPD Capital Projects Fund for the Police Department for the purpose of
funding the FY25 PD Expansion of RTCC Fac project, as appropriated.
Waiver of Building Permits - In accordance with the City Code of Ordinances, Part II, Chapter 7-1
Fort Worth Building Administrative Code, Section 109.2.1, Exception 2; "Work by non-City personnel

on property under the control of the City of Fort Worth shall be exempt from the permit fees only if the
work is for action under a contract that will be or has been approved by City Council with notes in the
contract packages stating the fee is waived." IRPC Plan Review Fees and other associated
Development Fees will also be waived for this project.
Real Time Crime Center is located in Council District 11 and will serve Fort Worth residents in ALL
COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously
appropriated, in the CCPD Capital Projects Fund for the FY25 PD Expansion of RTCC Fac project to
support the approval of the above recommendation and execution of the change order. Prior to any
expenditure being incurred, the Police Department has the responsibility to validate the availability of
funds.
