Ordinance No. 28053-10-2025 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND, IN THE AMOUNT OF $25,658.53, FROM FUTURE MISCELLANEOUS REVENUE, FOR THE PURPOSE OF FUNDING THE STREET NAME CHANGE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $25,658.53, from future Miscellaneous revenue, for the purpose of funding the street name change. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. E-�x91I[a]►I" That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached ordinance changing the name of a portion of White Settlement Road between University Drive and N Henderson Street to Westside Drive, supporting the construction of a new mixed -use development; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Fund, in the amount of $25,658.53 from future Miscellaneous revenue, for the purpose of funding the street name change; and 3. Amend the Fiscal Year 2026 Adopted Budget. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to change the name of a portion of White Settlement Road between University Drive and N Henderson Street to Westside Drive, as requested by an adjacent property owner. FW Westside RE Investors, LLC (Developer) owns parcels of land adjacent to White Settlement Road that are to be redeveloped as a new mixed -use project. The developer submitted an application for a street name change, requesting to rename a portion of White Settlement Road to Westside Drive. White Settlement Road is currently on the Master Thoroughfare Plan, extending from University Drive to N Henderson Street, covering the 3000 block through the 1900 block, and as more particularly shown in Exhibit °A". A map of the proposed street name change is attached. Notice of the proposed change was sent on October 6, 2025 to the adjacent property owners along both sides of the street within 300 feet. A copy of the notice for the City Council hearing is included and attached. The applicant will bear the cost of design and installation for 47 signs at 15 intersections in the amount of $25,658.53. The Transportation and Public Works Department is responsible for the collection and deposit of funds due to the City. Funding for this project was not included in the Fiscal Year (FY) 2026 Adopted Budget due to the fact that these funds are appropriated when needed and not annually. This M&C will also adopt a budget appropriation ordinance for the purpose of providing an operating budget to support the street name change. If approved, Transportation and Public Works Department staff will manufacture and install the street signs. This project is located in COUNCIL DISTRICTS 9 and 7. The Fire Department supports this street name change request. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the funds, and adoption of the appropriation ordinance, funds will be deposited into the General Fund as appropriated. The Transportation and Public Works Department (and Financial Management Services) is responsible for the collection and deposit of funds due to the City. Prior to any expense being incurred, the Transportation and Public Works Department also has the responsibility to validate the availability of funds.
