HomeMy WebLinkAbout6175-10-2025 - City Council - ResolutionA RESOLUTION NO.6175-10-2025 SETTING A PUBLIC HEARING ON THE CREATION OF A NEW TAX INCREMENT REINVESTMENT ZONE TO BE KNOWN AS TAX INCREMENT REINVESTMENT ZONE NO. 18 (WALSH RANCH), LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION AND CORPORATE LIMITS OF THE CITY OF FORT WORTH, TEXAS IN PARKER AND TARRANT COUNTIES AND CONSISTING OF APPROXIMATELY 7,191.562 ACRES OF LAND GENERALLY LOCATED NORTH OF ALEDO ROAD, SOUTH OF WHITE SETTLEMENT ROAD, EAST OF FARMER ROAD AND F.M. 1187 AND WEST OF INTERSTATE 820 AND STATE HIGHWAY 377; AUTHORIZING THE PUBLICATION AND ISSUANCE OF NOTICE; DIRECTING PREPARATION OF PRELIMINARY PROJECT PLAN AND REINVESTMENT ZONE FINANCING PLAN; AND ENACTING OTHER PROVISIONS RELATED THERETO WHEREAS, the City of Fort Worth, Texas (the "City"), is authorized under Chapter 311 of the Texas Tax Code, as amended (the "Act"), to create a tax increment reinvestment zone within its corporate limits and extraterritorial jurisdiction; and WHEREAS, the City has been asked to consider creation of tax increment reinvestment zone number 18 (Walsh Ranch) (the "Zone"), consisting of approximately 7,191.562 acres of land within the corporate limits and extraterritorial jurisdiction of the City in Parker and Tarrant Counties and generally located north of Aledo Road, south of White Settlement Road, east of Farmer Road and F.M. 1187, and west of Interstate 820 and State Highway 377; and WHEREAS, the City Council of the City (the "City Council") wishes to hold a public hearing in accordance with Section 311.003 of the Act at or after 6:00 p.m. on November 11, 202.5 regarding: (1) the creation of the Zone; (2) the boundaries of the proposed Zone consisting of approximately 7,191.562 acres of land described in Exhibit A and generally depicted in Exhibit B, each attached hereto and made a part hereof for all purposes; (3) the concepts of tax increment financing under the Act, and (4) the benefits to the City and to the property in the proposed Zone; and WHEREAS, Section 311.003(c) of the Act requires notice of the public hearing for the creation of the Zone to be published in a newspaper of general circulation in the City no later than the 7th day before the date of such hearing. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: SECTION 1. A public hearing is hereby called for November 11, 2025 at or after 6:00 p.m., in the regular meeting place of the City Council in the City Council Chamber in Fort Worth City Hall located at 100 Fort Worth Trail, Fort Worth, Texas, 76102, for the purpose of hearing any interested person speak for or against: (1) the creation of the Zone; (2) the boundaries of the Zone and the inclusion of the property within the Zone; (3) the concept of tax increment financing, and (4) the benefits to the City and to the property in the proposed Zone. SECTION 2. At such time and place the City Council will hear testimony regarding: (1) the creation of the Zone; (2) the boundaries of the Zone and the inclusion of the property within the Zone; (3) the concept of tax increment financing, and (4) the benefits to the City and to the property in the proposed Zone; and, the City Council will provide a reasonable opportunity for the owner of any property within the proposed Zone to protest the inclusion of their property within the Zone. Upon closing the public hearing, the City Council will consider the adoption of an ordinance creating the Zone and other related matters. SECTION 3. Attached hereto as Exhibit C is a form of the Notice of Public Hearing, the form and substance of which is hereby adopted and approved. SECTION 4. City staff is hereby authorized and directed to cause said notice to be published in substantially the form attached hereto, with such changes as are approved by the City Attorney, in a newspaper of general circulation in the City no later than November 4, 2025, the 7th day before the date of the hearing. SECTION 5. Before the November 11, 2025, public hearing concerning the creation of the proposed Zone, the City shall prepare a preliminary project plan and reinvestment zone financing plan. SECTION 6. This resolution shall be in full force and effect from and after its passage and it is accordingly so resolved. ADOPTED THIS 21ST DAY OF OCTOBER, 2025. ATTEST: Jannette S.
