DESIGNATING THE NEW MITCHELL NEIGHBORHOOD AS THE
NEIGHBORHOOD IMPROVEMENT PROGRAM TARGET AREA FOR
FISCAL YEAR 2026 AND SUPPORTING THE USE OF $4,352,000 IN
CAPITAL FUNDS FOR THE PROGRAM
WHEREAS, the City of Fort Worth (City) values its diverse neighborhoods as core
building blocks of a great city;
WHEREAS, the City Council recognizes that some of its neighborhoods face
certain economic and social challenges that impact the City's overall livability and cause
vulnerability for some of its residents;
WHEREAS, the City has engaged its residents and other stakeholders as partners
in creating and sustaining thriving neighborhoods that are safe, healthy, attractive, and
economically stable;
WHEREAS, the City' s Neighborhood Improvement Program is a comprehensive
community initiative led by its Neighborhood Services Department (NSD) that utilizes a
data -driven selection process to identify the highest need census tracts and targets funds
that improve the quality of life and overall health and well-being of residents in targeted
neighborhoods by utilizing a percentage of the City's pay-as-you-go capital funding;
WHEREAS, the Neighborhood Improvement Program (NIP) provides strategies
and allocation of resources for neighborhood improvement through public engagement and
a project planning process involving most city departments where resident opinions are
gathered through a series of events and neighborhood activities;
WHEREAS, since the initial pilot of Cavile Place and Stop Six in Fiscal Year 2017
(Resolution No. 4722-12-2016), the NIP has gone onto benefit the following target areas:
Ash Crescent (FY2018, Resolution No. 4901-01-2018), Northside (FY2019, Resolution
No. 5031-01-2019), Rosemont (FY2020, Resolution No. 5181-01-2020), Como (FY2021,
Resolution No. 5308-12-2020), Las Vegas Trail (FY2022, Resolution No. 5308-12-2020),
Historic Marine (FY2023, Resolution No. 5672-12-2022), Seminary and Worth Heights
(FY2024, Resolution No. 5856-12-2023); and Fairhaven (FY2025, Resolution No. 6119-
06-2025);
WHEREAS, the adopted Fiscal Year 2026 budget increases the funding for the NIP
over prior years and supports revitalizing challenged neighborhoods by allocating funds
for capital improvements, with the allocation for Fiscal Year 2026 being $4,352,000; and
WHEREAS, the Census Tract 1046.04 designated as New Mitchell, specifically the
areas shown in the attached Exhibit A, has met the NIP selection criteria and is
recommended for designation as the Neighborhood Improvement Program's target area for
Fiscal Year 2026.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS THAT:
The City Council designates New Mitchell (Census Tract 1046.04) depicted in the
attached Exhibit A as the Neighborhood Improvement Program's target area for Fiscal
Year 2026 and supports the investment of $4,352,000 in capital funds appropriated in
Fiscal Year 2026 for capital projects to improve public safety and attract private
investment in order to promote economic revitalization and improve quality of life and
overall health and wellbeing of neighborhood residents.
