HomeMy WebLinkAbout25-0122 - 2025-11-04 - Informal ReportINFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0122 r4x�f . 0 November 4, 2025 To the Mayor and Members of the City Council Page 1 of 2 YA SUBJECT: COMMUNITY PARTNERSHIP FUND THE JOAN KLINE PARK Y' REFRESH PROJECT This Informal Report is provided to inform on the City Manager's Office (CMO) recommendation to appropriate Community Partnership Funds in the amount of $100,000.00 to support the Joan Kline Park Refresh project as part of the Fiscal Year 2026 budget. The proposed recommendation to appropriate is scheduled to come before City Council for consideration on November 4, 2025. Overview of the Community Partnership Fund and the Joan Kline Park Refresh Project Community Partnership Fund The Community Partnership Fund aims to foster community investment, improve local services, and address specific community needs. Requests for Community Partnership Funds are evaluated based on predetermined criteria, including alignment with municipal strategic vision and priorities, impact on community well-being, feasibility, sustainability, and evidence of community support. The Joan Kline Park Refresh Project In 2023, with the passing of Joan Kline, the Ryan Place neighborhood lost one of its most effective community advocates. Ms. Kline was a founding member of the Ryan Place Improvement Association (RPIA) and a force for good throughout the Southside community and Fort Worth at large. RPIA voted to rename Ryan Place Park in her honor on February 19, 2024, and the City Council authorized the renaming of Ryan Place Triangle Park to Joan Kline Park on June 25, 2024 (M&C 24-0613). RPIA's mission includes improving and beautifying the Ryan Place neighborhood, ensuring constructive participation in the development of Fort Worth, and encourages friendly association among its residents. Consistent with RPIA's mission, the Joan Kline Park Refresh project will honor Ms. Kline and transform the Joan Kline Park space with the addition of proposed curb ramps, flyer plaque, curved steel benches, pergola, and paver enhancements. RPIA has committed that the Joan Kline Park Refresh project will have public access, has not requested any subsidy for operation, and is committed to maintaining the project through an adopt -a -park agreement with the City of Fort Worth. Evaluation of Community Partnership Fund Requests Evaluation of Community Partnership Fund qualifying project criteria includes: • Projects must serve a large subset of the community ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0122 r4x�f . 0 November 4, 2025 To the Mayor and Members of the City Council Page 2 of 2 YA SUBJECT: COMMUNITY PARTNERSHIP FUND THE JOAN KLINE PARK Y' REFRESH PROJECT • Community organizations are expected to pledge private partnership, foundation, or other agency funds of at least equal or equivalent value to the requested use of City funds • Funding requests must be used for one-time capital expenditures (no landscaping, operations, maintenance, etc.) • A maintenance plan must be presented and funded by other sources • Funds cannot be used to supplement projects previously budgeted • Private or other non -City funds will be expended first before City contributions • Assets created by these partnerships will belong to the City upon completion unless otherwise noted. On August 26, 2025, the City of Fort Worth received a funding request for Future Community Partnership Funds from RPIA for the construction of the Joan Kline Park Refresh project at 3001 Fifth Avenue Fort Worth, Texas 76110. An updated $215,00.00 Opinion of Probable Construction Cost (OPCC) and construction schedule was submitted on September 29, 2025. RPIA provided a detailed funding schedule of $100,000.00 from RPIA and $15,000.00 from a private donation. The City of Fort Worth's Community Partnership Funds would supplement the final remaining funds in the amount of $100,000.00, equivalent to 47% of the project cost, needed for construction of the Joan Kline Park Refresh project. Recommendation to Award Community Partnership Funds Staff evaluated the request for $100,000.00 matching funds to construct the Joan Kline Park Refresh project at 3001 Fifth Avenue Fort Worth, Texas 76110 and determined that the request met program criteria. As such, staff recommends approving the request for Community Partnership Funds.
