As explained in IR 25-0091, the Transportation & Public Works (TPW) Department launched the Neighborhood Traffic Calming Program in 2022 with a focus to implement traffic safety countermeasures —primarily speed cushions —to slow vehicle speeds on residential streets. The program has grown into one of the most in -demand offerings for TPW and contains two parts: Proactive (staff -driven) and Application -based. IR 25-0091 also informed the City Council that recommended program modifications would be presented in Fiscal Year 2026 that will: • Align the program with Vision Zero by using data -driven identification and prioritization of locations • Optimize existing staff resources and improve responsiveness • Provide a predictable annual implementation schedule for speed cushions On September 16, 2025, TPW staff presented the proposed changes to the Infrastructure and Growth Committee (IGC) and received the committee's input. The revised Neighborhood Traffic Calming Program is summarized in the table below. An asterisk denotes a modification based on IGC feedback. Neighborhood Traffic Calming Speed Cushion Program Outline Process Details Citizen/Public Application • Receive speeding/traffic calming requests year-round* Based • Evaluate, score, and rank a rolling list of requests once annually, in October and November* • Publish the prioritized ranking of all requests in February each year and highlight the Top 5 locations identified for fiscal year implementation • Mail notifications, initiate neighborhood stakeholder meetings, and finalize scopes for 5 locations A. Annual Number of Projects Implemented • Required 2/3 property owner support for installation • TPW will mail surveys and manage responses* • Notify neighborhood organizations and initiate neighborhood engagement • Funding reserved for 10 locations annually: 0 5 proactive locations identified from Vision Zero crash evaluation- Top 50 Vision Zero High -Injury Network segments from which five locations will be selected to be published on website* o City will survey identified locations for local input. 0 5 reactive locations (Application based) 3. Implementation Schedule • Initiate a single task order for contractor to install • Installations scheduled to occur annually from August to October It should be noted that although there will be a limited number (10) of speed cushion projects annually, TPW continues to process requests for other traffic -related improvements. Other traffic safety measures include signage for stops, speed limits, truck restrictions, parking restrictions, panhandling, school zones, loading zones (i.e. passenger, commercial) and pedestrian crossings. The team will also continue to process requests for school traffic management. These are evaluated with requestor input and may be implemented by the department at any time as warranted.
