SUBJECT: NEIGHBORHOOD TRAFFIC CALMING PROGRAM UPDATES

The purpose of this Informal Report is to present recommended changes to the Neighborhood
Traffic Calming Program. As explained in IR 25-0091, the Transportation & Public Works (TPW)
Department launched the Neighborhood Traffic Calming Program in 2022 with a focus to implement
traffic safety countermeasures —primarily speed cushions —to slow vehicle speeds on residential
streets. The program has grown into one of the most in -demand offerings for TPW and contains
two parts: Proactive (staff -driven) and Application -based. IR 25-0091 also informed the City
Council that recommended program modifications would be presented in Fiscal Year 2026 that will:
• Align the program with Vision Zero by using data -driven identification and prioritization of
locations
• Optimize existing staff resources and improve responsiveness
• Provide a predictable annual implementation schedule for speed cushions
On September 16, 2025, TPW staff presented the proposed changes to the Infrastructure and
Growth Committee (IGC) and received the committee's input. The revised Neighborhood Traffic
Calming Program is summarized in the table below. An asterisk denotes a modification based on
IGC feedback.

A. Evaluation • Score locations together based on expanded criteria,
including 85t" percentile speed, Vision Zero High -Injury
Network and crashes, egregious speeders (traveling more
than 10 miles per hour over the posted speed), proximity
to transit, schools, parks, libraries, and recreation centers

It should be noted that although there will be a limited number (10) of speed cushion projects
annually, TPW continues to process requests for other traffic -related improvements. Other traffic
safety measures include signage for stops, speed limits, truck restrictions, parking restrictions,
panhandling, school zones, loading zones (i.e. passenger, commercial) and pedestrian crossings.
The team will also continue to process requests for school traffic management. These are
evaluated with requestor input and may be implemented by the department at any time as
warranted.
