AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL CAPITAL PROJECTS FUND, BY
INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GENERAL PLANNING CONSULTANT PROJECT (CITY PROJECT NO.105288)
IN THE AMOUNT OF $95,000.00 AND DECREASING ESTIMATED RECEIPTS
AND APPROPRIATIONS IN THE TRANSIT INITIATIVES PROGRAMMABLE
PROJECT (CITY PROJECT NO. P00129) BY THE SAME AMOUNT; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2024-2025, as enacted by Ordinance 27107-09-
2024, as amended, is hereby further amended to make the following adjustments to estimated receipts and
appropriations in the General Capital Projects Fund, by increasing estimated receipts and appropriations in
the General Planning Consultant project (City Project No. 105288) in the amount of $95,000.00 and
decreasing estimated receipts and appropriations in the Transit Initiatives programmable project (City Project
No. P00129) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Corporation Consultants for 2026 Bond Transportation Project Development in the Amount of $1,198,550.00; Adopt Appropriation Ordinance and
Amend the Fiscal Years 2025-2029 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of Amendment No. 3 to City Secretary Contract Number 61353, a Professional Services Agreement with TranSystems
Corporation dba TranSystems Corporation Consultants for 2026 Bond Transportation Development project (City Project No: 105759) in the
amount of $1,198,550.00; for a revised contract amount of $2,678,550.00;
2. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the General Capital Projects Fund by
increasing estimated receipts and appropriations in the General Planning Consultant project (City Project No. 105288) in the amount of
$95,000.00 and decreasing estimated receipts and appropriations in the Transit Initiatives programmable project (City Project No. P00129)
by the same amount, to fully fund the existing contract; and
3. Amend the Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to expand the scope of the existing contract to include 2026 Bond Transportation
Project Development support and the Altamesa Project Support and Hydrology Study. On May 1, 2024, the City of Fort Worth (City) executed a
contract with TranSystems Corporation dba TranSystems Corporation Consultants (TranSystems) in the amount of $95,000 for Citywide General
Planning Consultant work (City Secretary Contract No.61353). The scope includes risk assessments, planning -level schematics, funding profiles,
and preliminary schedules for various projects. On August 15, 2024, the City Council authorized Amendment No. 1 in the amount of $1,295,000.00
for enhanced services under the same scope (M&C 24-0564). On November 7, 2024, the City of Fort Worth executed Amendment No. 2 in the
amount of $90,000 to the agreement with TranSystems to add assistance for the Strengthening Mobility and Revolutionizing Transportation
(SMART) Grant using the SMART Grant funds awarded by the Federal government (CSC No. 61353-A2).
2026 Bond Transportation Development
On October 15, 2024, the City Council appropriated $2,500,000.00 to fund the 2026 Bond Development Project (M&C 24-0917), which will fund a
portion of this third amendment to the General Planning contract.
The amendment will align project scopes with funding plans and early design efforts and improve coordination among partners for major roadway
priorities. The additional scope includes travel demand modeling, planning -level schematics, and project schedules, amongst other tasks. This
work will also prepare candidate projects for federal funding competitiveness and other partner funding leverage opportunities. More specifically,
the consultant will develop risk and scope assessments for major roadway bond project candidates to provide an increased level of confidence in
on -time and on -budget project delivery.
The attached appropriation ordinance in the amount of $95,000.00 will close the funding gap of the General Planning Consultants project (City
Project No. 105288) for the first amendment to the contract (City Secretary No. 61353-A1). Between the time the M&C was approved and its
actual funding it was determined that only $1,200,000.00 was available.
Altamesa Project Support and Hydrology Study
The East Altamesa corridor project is part of the bond funding partners from Tarrant County and the North Central Texas Council of Governments.
On August 27, 2024, the City Council approved an Interlocal Agreement for the East Altamesa Corridor project with Tarrant County for
$7,280,000.00 (CSC No. 62407; M&C 24-0749). Of that amount, Tarrant County immediately made available $73,550.00 to begin the hydrology
study.

TranSystems Corporation dba TranSystems Corporation Consultants agrees to maintain
its initial M/WBE commitment of 15.00% that it made on the original agreement and extend
and maintain that same M/WBE commitment of 15.00% for this Amendment No. 3.
Therefore, TranSystems Corporation dba TranSystems Corporation Consultants remains
in compliance with the City's M/WBE Ordinance and attests to its commitment by its
signature on the Acceptance of Previous M/WBE Commitment form executed by an
authorized representative of its company.
Funding is budgeted in the Capital Project Srvc-Capital Fund in the TPW Department for the purpose of funding the 2026 Bond Transportation
Project Development, as appropriated. Funding is budgeted in the Intergovernmental Contribution Fund in the TPW Department for the purpose of
funding the East Altamesa Project Support and Hydrology Study, as appropriated.
The project is located in ALL COUNCIL DISTRICTS
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the 2026 Bond Development, Alta Mesa Ext Anglin - Dick Price and Transit
Initiatives projects within the Capital Project Srvc-Capital, Intergovernmental Contribution and General Capital Projects Funds and upon approval
of the attached appropriation ordinance, funds will be available in the Capital Project Srvc-Capital, Intergovernmental Contribution and General
Capital Projects Funds for the General Planning Consultant project to support the above recommendations and execution of the amendment. Prior
to an expenditure being incurred, the Transportation and Public Works Department has the responsibility of verifying the availability of funds.
