TO RECEIPT OF THE GRANT, IN THE IN AMOUNTS UP TO (1) $97,000.00
SUBJECT TO THE AWARD AND RECEIPT OF GRANT, AND (2) $25,000.00, AS
A TRANSFER FROM THE CRIME CONTROL PREVENTION DISTRICT FUND
THATWILLBEINCLUDEDINTHEFISCALYEAR2026 BUDGET TO SATISFY
THE CITY’S MATCH REQUIREMENT, FOR A TOTAL AMOUNT UP TO
$122,000.00, FORTHE PURPOSEOFFUNDING THE TEXAS DEPARTMENTOF
TRANSPORTATION FISCAL YEAR 2026 SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM COMPREHENSIVE GRANT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BEITORDAINEDBYTHECITY COUNCILOF THECITY OFFORTWORTH,TEXAS:
SECTION 1.
That in addition tothose amounts allocatedto the various Citydepartments for Fiscal Year 2024-2025 inthe
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, subject to the receipt of the grant, in amounts up to (1) $97,000.00 subject to the
award and receipt of grant, and (2) $25,000.00, as a transfer from the Crime Control Prevention District Fund
thatwill beincludedintheFiscal Year2026budget tosatisfytheCity’s matchrequirement,for a total amount
up to $122,000.00, for the purpose of funding the Texas Department of Transportation Fiscal Year 2026
Selective Traffic Enforcement Program Comprehensive grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative orvoid
for any reason by a court of competent jurisdiction,such decision, opinion or judgment shallin no wayimpair
the remaining portions, sections,orpartsof sections of thisordinance,whichsaid remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict withsuchother ordinances and appropriations, inwhichinstancesaid conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Occur in Fiscal Year 2026 in an Amount Up to $122,000.00, Authorize Transfer in an Amount Up to $25,000.00 from the Crime Control Prevention
District Fund for the City's Match Requirement, Authorize Execution of Related Grant Agreement, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for, and authorize acceptance of, if awarded, the Fiscal Year 2026 Commercial Motor Vehicle Grant from the Texas
Department of Transportation in an amount up to $122,000.00;
2. Authorize the execution of a grant agreement with the Texas Department of Transportation for the Fiscal Year 2026 Commercial Motor
Vehicle Grant;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in
amounts up to (1) $97,000.00 subject to the award and receipt of grant, and (2) $25,000.00, as a transfer from the Crime Control Prevention
District Fund that will be included in the Fiscal Year 2026 budget to satisfy the City's match requirement, for a total of amount up to
$122,000.00, for the purpose of funding the Texas Department of Transportation Fiscal Year 2026 Commercial Motor Vehicle Grant.
DISCUSSION:
The Texas Department of Transportation (TXDOT) Commercial Motor Vehicle (CMV) grants are aimed at reducing the number of commercial
motor vehicle crashes, injuries, and fatalities. The TXDOT CMV grant will pay for the overtime hours of the police officers participating in the
program. TXDOT CMV grant activities include enforcement of speed, seatbelts, impaired driving, and intersection traffic control laws.
The total proposed direct program amount for Fiscal Year 2026 is an amount up to $122,000.00, which includes an amount up to $25,000.00 in
matching funds. The required minimum amount of matching funds is 20%. Funds will be budgeted for overtime and associated fringe benefits for
an estimated 1,000 enforcement hours with an additional estimate of 45 hours for administering the grant.
Matching funds will be provided through the Fiscal Year 2026 Crime Prevention Control District budgeting process. Should match funding not be
identified, the grant award would not be accepted.
Indirect costs are allowed and will be accepted at 3.51 % and an estimated cost of $2,582.00. The Grants Application Repository Number is

A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the Fiscal Year 2026 Budget by the City
Council, funds will be available in the Fiscal Year 2026 operating budget, as appropriated, in the Grants Operating Federal Fund. The Police
Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an
expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
