Council Member Crain recognized Ben Rusling, a 6th grader from McAnally Middle School. 2. Questions Regarding Changes in Membership on Boards and Commissions for October 21, 2025 Council Meeting There were no questions regarding changes in membership on Boards and Commissions for October 21, 2025, Council Meeting 3. Questions Regarding Significant Zoning Cases for October 21, 2025 Council Meeting Mayor Pro tem Flores provided a statement about zoning case ZC-25-114. 4. Questions Regarding City Council M&C Log for October 21, 2025 Council Meeting There were no questions regarding City Council M&C Log for October 21, 2025, Council Meeting. 5. Update on Neighborhood Improvement Program and 2026 Announcement - Kacey Thomas, Neighborhood Services Director Presentation was provided by Kacey Thomas, Neighborhood Services Director. Council Member Crain requested a briefing with Kacey on the left -over dollars for the Las Vegas Trail neighborhood. Council Member Martinez requested Neighborhood Services work with Code Enforcement of code compliance issues in District 11. Proposed Special Districts for Shelton Ranch and Brown Ranch in the ETJ — Dana Burghdoff, Assistant City Manager Presentation was provided by Dana Burghdoff, Assistant City Manager. 9. Proposed Creation of a Walsh Ranch Tax Increment Financing District (TIF) - Ori Fernandez, Economic Development Assistant Director Presentation was provided by Ori Fernandez, Economic Development Assistant Director. 10. Evans and Rosedale Urban Village Mixed -Use Urban Development Financing Update - Martha Collins, Economic Development Manager Presentation was provided by Martha Collins, Economic Development Director. 11. City Council Requests for Future Agenda Items and/or Reports Council Member Crain requested an update on one second collaborative. Council Member Crain requested an informal report on youth sports complexes and how it relates to the bond program. Council Member Crain requested staffing updates for police and fire. Council Member Nettles requested an informal report on additional safety and detail at Council meetings and appearances for Council and staff, how this impacts the budget. Council Member Nettles requested an informal report on Council pay increases.
