FISCAL IMPACT ANALYSIS HIGHLIGHTS
Overview of Expenditures:
The table below illustrates the City's projected cumulative expenditures that will be spent in this
annexation area over a 40-year timeframe, should the city choose to approve this annexation
request. Expenditures included in this analysis involves costs associated with capital
improvements, operations, and maintenance. Highlighted major costs to consider for this
annexation include:
- Buildout of 0.5 miles of new roadways and Stormwater and Traffic Signal.
- Buildout of 33 new drain inlets, 1.02 miles of stormwater pipelines and 0.57 miles of
channels.
- Once the property is fully developed, Police call load is estimated to be approximately 6
calls for the Residential area a year. The average cost per call is $799 per officer. Based
on the assumption that at least two officers will respond to a call, $1,598 per call is used
to calculate the cost of service.
- Patrol of the area will be added to PRA F760 in Beat J17 in South Division. Average PD
response times are as follows for Beat J17 for 2024 in minutes: Priority 1 Calls - 8:18;
Priority 2 Calls - 39:33; Priority 3 Calls - 404:48. Future workload is highly dependent on
the expected uses, density level, transportation infrastructure, and timing of development.
- Maintenance and mowing of 15 acres of parkland and 1.1 miles of parkways.

The following Comprehensive Plan policies are relevant to the requested annexation and zoning.
The proposed map amendment to remove the existing Vacant, Undeveloped, Agricultural, Open
Space land use designation on the portion of the property within the 100-year floodplain is
inconsistent with the following Comprehensive Plan policies:
• Leave floodplains in their natural state (with hike/bike trails encouraged) to improve water
quality and minimize flooding.
• Maintain floodplains in their natural state to the extent possible to protect water
quality, reduce the risk of erosion, and protect the riparian environment.
• Protect land needed for natural stormwater conveyance and detention, riparian
buffer protection, and linear greenways with hike & bike trail alignments.
• Protect riparian corridors as natural buffers to conserve natural habitats.
• Encourage the preservation and enhancement of the natural landscape by retaining
trees, natural drainage ways, and unique vistas.
Land Use Recommendation:
The adopted 2023 Comprehensive Plan Future Land Use (FLU) Map designates much of the
61.24-acre annexation area as Suburban Residential and the extensive floodplain portion as
Vacant, Agricultural, Undeveloped. Based on the approved development agreement and revised
Land Plan 'wept plan, the Future Land Use Map is proposed for an amendment to change
portions of the property from Suburban Residential & Vacant, Agricultural, Undeveloped to
5
Single -Family Residential and Public Park. Both the current FLU Map and the recommended FLU
Amendment Map are shown below. The proposed map amendment to remove the existing
Agricultural, Vacant, Undeveloped land use designation on the portion of the property within the
100-year floodplain is inconsistent with the following Comprehensive Plan policies:
• Leave floodplains in their natural state (with hike/bike trails encouraged) to improve
water quality and minimize flooding.
• Maintain floodplains in their natural state to the extent possible to protect water quality,
reduce the risk of erosion, and protect the riparian environment.

City Plan Commission (CPC) Recommendation:
The CPC has reviewed this annexation request and made the following recommendation:
Recommend City Council approval of Future Land Use Map amendment to support requested
annexation and zoning of Parks of Village Creek (Annexation application AX-25-002), if
annexation is approved. Annexation and zoning request is inconsistent with the adopted
Comprehensive Plan and would require the Future Land Use Map amendment to regain
consistency.

Fire Department Response Time Comments: Fire and EMS first responder services will be
dispatched from existing Station 42, located at 450 E Rendon Crowley Rd, to the proposed
annexation. Current Fire Department response time goal is to arrive on the scene of
7
emergencies within five minutes from the time of dispatch at 75% of the time. Based on the
existing fire stations located close to this proposed annexation area, the Fire Department will
NOT be able to meet this response time goal.
Fire Department Incidents Comments: 2024 produced an average of 10 incidents for single-
family residential areas within one half mile of the proposed annexation (not including the area of
the proposed annexation itself). Based on a comparison of the area of the buffer to the area of
the annexation, the estimated annual count of incidents in the annexation is 1.
The estimated cost of an additional incident is $968. Multiplied by 1 incident, the total
additional annual cost of responding to the annexation is estimated to be $968. However, once
the area becomes more fully developed or if zoning for the area changes, this number will need
to be adjusted.
Fire Platting Comments: Approximately 47 lots fall within 100-year floodplain, including ROW.
Fire access roads must be out of the 100-year floodplain. (section 503.4 Obstruction of fire
apparatus access roads). In recent meetings, Floodplain has stated that this condition would be resolved
with the approval of the LOMR and that the CLOMR had already been approved.

Overall Recommendation:
The proposed annexation has been evaluated against the Urban Development criterion of the
adopted Annexation Policy, which provides the following evaluation standards:
Urban Development: The area meets all three of the following conditions:
a. The City is aware of or anticipates development activity of an urban nature in the area, with
preference given to non-residential development or uses; and
b. The City is able to provide adequate municipal services upon annexation in accordance with
State law, without negatively impacting service provision within the city; and
c. The City has determined through an appropriate analysis of prospective revenues and
expenditures, as described in Section V (Preparation of Fiscal Impact Analysis) below, that
cumulative revenues will exceed cumulative expenditures for each affected budget fund over the
10-year period immediately following annexation, or over a longer period as appropriate for
long-term development.
The adopted Annexation Policy requires that properties proposed for annexation reach a
positive net revenue position over the 10-year period following annexation. Staff analysis
indicates that the proposed Parks of Village Creek annexation will have a net revenue position of
negative $501,120 (-$501,120) in Year 10, with earlier years also being negative. Positive net
revenue will not be reached until later, with a positive net revenue of $100.310 reached in Year
20. Positive net revenue might be reached earlier if different land uses are included, such as
commercial or multifamily.
The proposed annexation, based on its accompanying single-family preliminary plat, is projected
to fail to meet the adopted Annexation Policy. staff recommends that the above amendments be
adopted in the Comprehensive Plan's Future Land Use Map.

RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing for the proposed owner -initiated annexation of approximately 61.283 acres of land and approximately 2.119 acres
of Redbird Lane, in Tarrant County located east of 1-35 West, south of Rendon Crowley Road as shown on Exhibit A;
2. Authorize execution of a Municipal Services Agreement between the City and the property owner, Pulte Homes of Texas LP; and
3. Adopt an ordinance annexing AX-25-002 for full purposes.
DISCUSSION:
On December 14, 2021, City Council approved Development Agreement City Secretary Contract (CSC) No. 57026. This agreement between the
City of Fort Worth and Parks of Village Creek, stipulates in 3, ANNEXATION: "At any point prior to recording a final plat, for any portion of the
property, Owner shall submit a petition to the City requesting full purpose annexation of the land subject to such final plat." Owner shall, pursuant to
Subchapter C-3, Chapter 43, Texas Local Government Code ("Subchapter C-3" ), submit a petition for the voluntary annexation of the area covered
by the Plat".
On August 23, 2023, the City Plan Commission approved preliminary plat application PP-22-061. On November 20, 2024, the owner submitted
final plat application FP-24-203.
On June 10, 2025, representatives for the property owner, Pulte Homes of Texas LP, submitted a request for full -purpose annexation of the property
shown in Exhibit A, into the City of Fort Worth. This owner -initiated annexation follows agreed upon actions as noted in CSC No. 57026.
The subject property is located entirely in that portion of the City's extraterritorial jurisdiction, which is in Tarrant County. The site is located east of I-
35 West, south of Rendon Crowley Road. The owner -initiated annexation contains approximately 61.283 acres of land. The subject area is
currently vacant land. The property is proposed for single-family residential development.
On August 6, 2025, the City Plan Commission conducted a public hearing to consider a recommendation of approval to City Council for the Parks
of Village Creek Annexation application (AX-25-002). The commission voted to recommend approval to City Council for the Parks of Village
Creek Annexation.
On August 13, 2025, the related zoning case (ZC-25-117) was heard by the Zoning Commission, and the commission voted to recommend
approval of the requested zoning to the City Council. The applicant has requested zoning of "C" Multi -family Residential to be in alignment with
development agreement (CSC No. 57026). Furthermore, the developer is developing the site to "A-5" standards. The Commission unanimously
voted to recommend zoning of "A-5" One -Family.
Subchapter C-3 of Chapter 43 of the Texas Local Government Code (LGC) provides for the process of annexation of an area upon request of an
owner of land. Section 43,0672 of the LGC requires a municipality that elects to annex an area upon the request of an owner to first negotiate and
enter into a written agreement with the owners of land in the area for the provision of municipal services.
The agreement must include:
1. A list of each service the municipality will provide on the effective date of the annexation; and
2. A schedule that includes the period within which the municipality will provide each service that is not provided on the effective date of the
annexation.
The municipal services agreement includes these provisions in accordance with state law. Emergency services will be provided through the City
of Fort Worth, The City's Fire Department will provide emergency and fire protection services comparable with the provision of services available
in other parts of the municipality with topography, land use and population density to be similar to the level of service contemplated or projected in
the area. Emergency medical services will be provided by the City's Fire Department and MedStar or other entities engaged by the City. The
City's Police Department will provide protection and law enforcement services. The city will also provide operation and maintenance of water and
wastewater facilities; roads and streets, including road and street lighting; and of any other publicly owned facility, building, or service in the
annexed area.
The proposed uses were considered while assessing the financial impact on the General Fund. The city tax revenue is expected to have a positive
fiscal impact over the next 10 years after the proposed development has been built. Based on the operating costs projected by the Police, Code
Compliance and Transportation and Public Works Departments, the fiscal impact shows a slightly negative effect on the General Fund for the first
year. However, a positive impact will result thereafter. Due to the area meeting the City's annexation criteria and the positive fiscal impact over the
next 10 years, staff recommends approval of the requested owner -initiated annexation, AX-25-002.
Section 43.0673 in Subchapter C-3 of Chapter 43 of the Texas Local Government Code (LGC), requires a municipality that elects to annex an
area upon the request of an owner to provide notice of public hearings on the proposed annexation. Notice was posted on the City of Fort Worth
Annexation webpage on Wednesday, July 9, 2025, and was published in the Fort Worth Star -Telegram on Friday, August 29, 2025. Additional
notices were sent certified mail to public entities to include Tarrant Appraisal Districts, Tarrant County Emergency Services District No. 1, Denton
County Administrator, Burleson Independent School District and public utilities.
The City Council will conduct a public hearing on the proposed annexation. The public hearing provides for persons interested in the annexation
the opportunity to be heard. After the City Council has conducted the one required public hearing, the Council may close the hearing and vote on
authorizing the City Manager to execute the Municipal Services Agreement between the City and property owner and to adopt an
ordinance annexing this property.
Upon approval of the annexation request, the property will become part of COUNCIL DISTRICT 8.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached ordinance, the annexation will
have a long-term positive impact on the General Fund.
