FIRST AMENDMENT TO
FORT WORTH CITY SECRETARY CONTRACT NO. 62510
This First Amendment to Fort Worth City Secretary Contract No. 62510 ("Agreement") is made
between the CITY OF FORT WORTH ("City"), a Texas home -rule municipal corporation
through its duly authorized Assistant City Manager, and SAFE HAVEN OF TARRANT
COUNTY. Hereinafter referred to as ("Contractor"), acting by and through Kathryn Jacob, its
duly -authorized representative.
WHEREAS, the City and Contractor entered into City Secretary Contract 62510 for a term
that began on October 1, 2024; and
WHEREAS, it is the collective desire of the City and Contractor to amend the Agreement
to change the end date based on the terms of this amendment.
WHEREAS, the Contractor has completed the first step of CCPD Emerging Partners
Program request for proposals as to make an effort to reasonably maintain service levels to the
community.
WHEREAS, the City desires to provide Contractor with support until they receive notice
of an outcome of their application for CCPD Emerging Partners Program.
NOW THEREFORE, City and District do hereby agree to the following:

AMENDMENT TO AGREEMENT
The following terms are hereby amended to either replace any conflicting terms in the
Agreement or shall be added to the terms and shall be binding and enforceable as if they were
originally included therein.
Section 2 of the Agreement is hereby amended as follows:
2. Term. This Agreement begins on October 1, 2024 ("Effective Date") and expires on
October 31, 2025 ("Expiration Date"), unless terminated earlier in accordance with this Agreement
("Initial Term"). City will have the option, in its sole discretion, to renew this Agreement under
the same terms and conditions, for up to one (1) one-year renewal option.
Section 4.1 of the Agreement is hereby added as follows:
4.1. Written Notice. This contract will automatically terminate within 60-days of the
Contractor receiving notice of the outcome of CCPD Emerging Partners funding application. City
or Contractor may otherwise terminate this Agreement at any time and for any reason by providing
the other party with 30 days' written notice of termination.

II.
ALL OTHER TERMS SHALL REMAIN THE SAME
All other provisions of Agreement which are not expressly amended herein shall remain in full
force and effect.
III.
ELECTRONIC SIGNATURE
This Amendment may be executed in multiple counterparts, each of which shall be an
original and all of which shall constitute one and the same instrument. A facsimile copy or
computer image, such as a PDF or tiff image, or a signature, shall be treated as and shall have the same
effect as anoriginal.

SUBJECT: (ALL) Authorize the Execution of an Amendment to Agreements with My Health My
Resources of Tarrant County, Recovery Resource Council, Safe Haven of Tarrant
County, and The Women's Center of Tarrant County Up to an Aggregate Amount of
$199,500.00 to Maintain Social Service Programming while Applying for Crime Control
and Prevention District Emerging Partners Grants
RECOMMENDATION:
It is recommended that the City Council authorize the execution of an amendment to agreements with My Health My
Resources of Tarrant County, Recovery Resource Council, Safe Haven of Tarrant County, and The Women's Center of
Tarrant County in an aggregate amount up to $199,500.00 to maintain social service programming while applying for
Crime Control and Prevention District Emerging Partners grants.
DISCUSSION:
From Fiscal Year (FY) 2010 through FY 2023, the City contracted with United Way of Tarrant County (United Way) to
administer and distribute funds to agencies that provide social service programs that meet the City's established criteria
for public safety. During FY 2024 budget process, the City Council approved financial support in the General Fund budget
for Neighborhood Services Department (NSD) in order to continue these efforts. Following budget adoption, the
leadership teams of United Way and Neighborhood Services met and agreed to return program oversight and contract
administration to the City of Fort Worth during FY2024.
During the FY2025 budget process, Neighborhood Services met with the Police Department to discuss alignment with the
purpose and procedures of the Crime Control and Prevention District (CCPD) Emerging Partners grant process. The
Police Department agreed to assume oversight of these contracts in order to migrate these agencies to the competitive
application process required by CCPD. The CCPD Partners with a Shared Mission policies require agencies apply for
and successfully complete CCPD Emerging Partners programs in order to be considered for ongoing funding through
CCPD Mission Partners programs.
Approval of this Mayor and Council Communication (M&C) will extend the time period for these agencies to submit an
application thereby enabling them to complete the CCPD Emerging Partners process. The extension will be approved
after each agency completes the first step in the application process and will continue until 60-days following notification
of the result of their application.
The following criteria have been used previously to ensure that the chosen agencies serve a public purpose through
investing money, expertise, and other resources to improve lives and communities in benefit of the entire Fort Worth
community:
Agencies must have a valid current designation of tax-exempt status under 26 USC 501 from the United States
Internal Revenue Service;
Agencies must have a mission statement and service plan that aligns with public safety;
Agencies must not engage in inherently religious activities, such as worship, religious instruction, or proselytizing, as a
part of the program or services funded by City dollars. Inherently religious activities must be offered separately, in
time or location, from the programs, activities, or services supported by City funds;
Agencies must submit documentation attesting to and demonstrating the entity's capacity to deliver specified
services; and
Agencies must demonstrate via site visits that the nature and performance of the proposed service meets the above -
listed criteria.

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation and adoption of the Fiscal Year
2026 Budget by the City Council, funds will be available in the Fiscal Year 2026 operating budget, as appropriated, in the
General Fund. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the
availability of funds.
