AN ORDINANCE VACATING AND EXTINGUISHING A PORTION OF
LUBBOCK AVENUE, A SIXTY-FOOT-WIDE PUBLIC RIGHT-OF-WAY,
AND A PORTION OF A SIXTEEN-FOOT-WIDE ALLEY IN BLOCK 20,
EACH SITUATED IN THE M.J. AROCHA SURVEY, ABSTRACT
NUMBER 2, CITY OF FORT WORTH, TARRANT COUNTY, TEXAS, AS
SHOWN ON THE PLAT FOR PROSPECT HEIGHTS, AN ADDITION TO
THE CITY OF FORT WORTH, TARRANT COUNTY, TEXAS,
ACCORDING TO THE PLAT RECORDED IN VOLUME 63, PAGE 59,
PLAT RECORDS OF TARRANT COUNTY TEXAS, AND EACH
CONTAINING APPROXIMATELY 3,026 SQUARE FEET OR 0.69 ACRES
OF LAND AND 800 SQUARE FEET OR 0.018 ACRES OF LAND
RESPECTIVELY, MORE OR LESS; PROVIDING THAT THE CITY
SHALL RETAIN ALL EXISTING UTILITY EASEMENTS; REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That a portion of Lubbock Avenue, a sixty-foot-wide public right-of-way, and a sixteen-
foot wide alley in Block 20, each situated in the M.J. Arocha Survey, Abstract Number 2, City of
Fort Worth, Tarrant County, Texas, as shown on the plat for Prospect Heights, an addition to the
City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 63, Page
59, Plat Records of Tarrant County, Texas, and each containing approximately 3,026 square feet
or 0.69 acres ofland and 800 square feet or 0.018 acres ofland respectively, as more specifically
described in Exhibit "A" attached hereto and incorporated herein by reference, be and the same
are vacated and extinguished.
SECTION 2.
That the easements to the land in the above-described vacated portions of right of way
and alley are hereby released and shall revert to the adjacent owner as provided by law.

SECTION 3.
All existing utility easements be shall be retained by the City until such time all utilities
located in the easements are relocated at the owner's expense.
SECTION 4.
That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect upon adoption.

Property for Campus Housing and Parking for Texas Christian University
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance vacating a portion of Lubbock Avenue and a, alley i1 block 20 Prospect Heights, to le replatted with the
adjoining property for campus housing and parking for Texas Christian University; and
2 Waive any and all purchase fee value of the vacated land i1 accordance with City policy.
DISCUSSION:
Dunaway Associates, a, behalf ofT exas Christian University, has requested a vacation of these rights-of-way to le replatted with the adjacent
property for campus housing and parking for the university. The zoning of the areas induded i1 the vacation request and subject replat are zoned
''CP' Community Facilities. The subject vacation and replat is located north of the Berry Street Form Based Code zoning district. While vehicular
traffic will le restricted with the vacation and redevelopment of this portion of the campus, pedestrian and bicyde traffic will still le permitted
through the site. Emergency access will also le maintained per the attached site plan. The City Plan Commission recommended approval of this
request at its meeting a, April 2, 2025. kl acceptable final plat (FS-25-066) has been received i1 accordance with the Subdivision Ordinance.
The City of Fort Worth (City) originally obtained the above mentioned rights-of-way through plat dedication. The City does not OMl any fee interest
i1 the rights-of-way or OMl any property adjacent to the rights-of-way and did not expend any City funds to obtain the right-of-way. h accordance
with the City's policy regarding street and alley vacation transactions Mayor and Council Communication (M&C) G-15624, staff recommends
waiving the purchase price of these rights-of-way.
This project is located i1 COUNCIL DISTRICT 9
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
