Coronado Hills ROW Vacations (VA-23-010)Ordinance No. 28054-10-2025 Page 1 of 4 ORDINANCE NO. 28054-10-2025 AN ORDINANCE VACATING AND EXTINGUISHING ALL OF CORONADO DRIVE, RETAMA ROAD, AND ALTA LOMA ROAD, AND PORTIONS OF RIO VISTA ROAD, RATON DRIVE, AND SHENANDOAH ROAD, ALL BEING 50-FOOT WIDE UNIMPROVED PUBLIC RIGHTS- OF-WAY GENERALLY LOCATED BETWEEN CALMONT AVENUE AND SLOCUM AVENUE, DEDICATED BY THE PLAT OF CORONADO HILLS ADDITION, AN ADDITION TO THE CITY OF FORT WORTH, TARRANT COUNTY, TEXAS, RECORDED IN VOLUME 388-17, PAGE 1 OF THE PLAT RECORDS OF TARRANT COUNTY, TEXAS, CONTAINING APPROXIMATELY 100,626 SQUARE FEET OF LAND, 15,404 SQUARE FEET OF LAND, 22,597 SQUARE FEET OF LAND, 80,136 SQUARE FEET OF LAND, 38,197 SQUARE FEET OF LAND, AND 12,718 SQUARE FEET OF LAND RESPECTIVELY, MORE OR LESS; PROVIDING FOR VACATION OF THE EASEMENTS IN THE LAND AND REVERSION TO THE ADJACENT PROPERTY OWNER; PROVIDING THAT THE CITY SHALL RETAIN ALL EXISTING UTILITY EASEMENTS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That Coronado Drive, a fifty-foot wide, unimproved right-of-way located between Calmont Avenue and Slocum Avenue, dedicated by the plat of Coronado Hills Addition, an addition to the City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 388-17, Page 1 of the Plat Records of Tarrant County, Texas, and containing approximately 100,626 square feet of land more or less, as more specifically described in Exhibits “A-1a” and “A-1b” which are attached hereto and incorporated herein by reference, be and the same is vacated and extinguished. That Retama Road, a fifty-foot wide, unimproved right-of-way located between Coronado Drive and Bonnie Drive, dedicated by the plat of Coronado Hills Addition, an addition to the City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 388-17, Page 1 of the Plat Records of Tarrant County, Texas, and containing approximately 15,404 square feet of land more or less, as morespecificallydescribedin Exhibits “A-2a” and “A-2b” which are attached hereto and incorporated herein by reference, be and the same is vacated and extinguished. SECTION 3. That Alta Loma Road, a fifty-foot wide, unimproved right-of-way located between Coronado Drive and Bonnie Drive, dedicated by the plat of Coronado Hills Addition, an addition to the City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 388- 17, Page 1 of the Plat Records of Tarrant County, Texas, and containing approximately 22,597 square feet of land more or less, as more specifically described in Exhibits “A-3a” and “A-3b” which are attached hereto and incorporated herein by reference, be and the same is vacated and extinguished. SECTION 4. That a portion of Rio Vista Road, a fifty-foot wide, unimproved right-of-way located between Trevino Road and Bonnie Drive, dedicated by the plat of Coronado Hills Addition, an addition to the City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 388-17, Page 1 of the Plat Records of Tarrant County, Texas, and containing approximately 80,136 square feet of land more or less, as more specifically described in Exhibits “A-4a” and “A-4b” which are attached hereto and incorporated herein by reference, be and the same is vacated and extinguished. That a portion of Raton Drive, a fifty-foot wide, unimproved right-of-way located between Sierra Drive and Slocum Avenue, dedicated by the plat of Coronado Hills Addition, an addition to the City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 388-17, Page 1 of the Plat Records of Tarrant County, Texas, and containing approximately 38,197 square feet of land more or less, as more specifically described in Exhibits “A-5a” and “A-5b” which are attached hereto and incorporated herein by reference, be and the same is vacated and extinguished. SECTION 6. That a portion of Shenandoah Road, a fifty-foot wide, unimproved right-of-way located between Cherry Lane and Raton Drive, dedicated by the plat of Coronado Hills Addition, an addition to the City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 388-17, Page 1 of the Plat Records of Tarrant County, Texas, and containing approximately 12,718 square feet of land more or less, as more specifically described in Exhibits “A-6a” and “A-6b” which are attached hereto and incorporated herein by reference, be and the same is vacated and extinguished. SECTION 7. That easements to the land in the above-described vacated streets and rights-of-way are hereby released and shall revert to the adjacent owner as provided by law. All existing utility easements shall be retained by the City until such time all utilities located in the easements are relocated at the owner's expense. SECTION 9. That all ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 10. That this ordinance shall take effect upon adoption. Adopt an ordinance vacating all of Coronado Drive, Retama Road, and Alta Loma Road, and Portions of Rio Vista Road, Raton Drive and Shenandoah Road, all being unimproved public rights -of -way generally located between Calmont Avenue and Slocum Avenue, to be replatted with the adjoining property for future commercial and industrial development; and 2. Waive any and all purchase fee value of the vacated land in accordance with City policy. DISCUSSION: Metro Engineers Inc., on behalf of WCJ-Cherry Lane Ltd., has requested a vacation of all of Coronado Drive, Retama Road, and Alta Loma Road, and Portions of Rio Vista Road, Raton Drive and Shenandoah Road generally located between Calmont Avenue and Slocum Avenue, to be replatted with the adjacent property for future commercial and industrial development. The rights -of -way included in this vacation request are paper streets and were never constructed as a part of the residential development when it was originally platted. The rights -of -way are also located within the Naval Air Station Joint Reserve Base (NASJRB) overlay that prohibits residential development. These properties have been rezoned for light industrial for at least 10 years. The subject property has an approved preliminary plat, PP-23-017. The applicant owns all the properties adjoining the proposed vacated rights of way but does not have an anticipated time frame for development. Therefore, the City Plan Commission approved a waiver of the requirement to include these rights -of -way in a final plat prior to submitting an ordinance to City Council to consider vacating the rights -of -way. The City Plan Commission recommended approval of this request at its meeting on August 9, 2023. The City of Fort Worth (City) originally obtained the identified rights -of -way through plat dedication. The City does not own any fee interest in these rights -of -way or own any property adjacent to the rights -of -way and did not expend any City funds to obtain the right-of-way. In accordance with the City's policy regarding street and alley vacation transactions (Mayor and Council Communication (M&C) G-15624), staff recommends waiving the purchase price of these rights -of -way. This project is located in COUNCIL DISTRICT 3.
