AUTHORIZING THE PHYSICAL CLOSURE OF A PORTION OF FARNSWORTH AVENUE ON
THE EAST AND WEST SIDES OF MERRICK STREET
WHEREAS, the City of Fort Worth Transportation and Public Works Department, has requested that the City
Council approve the physical closing of a portion of Farnsworth Avenue on the east and west sides of Merrick Street;
and
WHEREAS, this street closure is recommended to prevent vehicular traffic from crossing the intersection due
to extensive flooding; and
WHEREAS, the City Plan Commission reviewed the request on September 17, 2025, and recommended that
the City Council approve the request.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
That a portion of Farnsworth Avenue on the east and west sides of Merrick Street, as more particularly
identified Exhibit "A" and depicted Exhibit "B," which are attached hereto and incorporated herein by reference,
be physically closed subject to the following:
1) Access into the closed street shall be allowed for maintenance of water, sewer, electric, cable, and telephone
utility facilities, unless other satisfactory arrangements are made, including relocation at the applicant's expense;
and
2) The right-of-way be physically closed with an acceptable barricade or other satisfactory arrangements
approved by the City of Fort Worth Department of Transportation and Public Works.
The City shall retain title to the public right-of-way in said streets and any and all easements for existing and
prospective utilities, and retaining the right of access at all times for the purpose of maintaining existing and prospective
utility facilities and for emergency access:
In addition, the City reserves the right, at the sole discretion of the City Council, to reopen by resolution the
identified streets at any time by directing the removal of any barricade or other means of closure.

BEING a permanent Right -of -Way (R.O.W.) Closure situated in the Hays Covington Survey, Abstract No. 256, City of
Fort Worth, Tarrant County, Texas, same being part of the Chamberlain Arlington Heights Second Filing, according
to the plat recorded in Volume 63, Page 40 of the Plat Records of Tarrant County, Texas, and being more
particularly described by metes and bounds as follows:
COMMENCING at the Northwest corner of Lot 7 and Northeast corner of Lot 8, Block 122 of said Chamberlain
Arlington Heights Second Filing from which the 1/2" iron rod found as witness monument bears North 11' 07' 27"
West, a distance of 0.39 feet;
THENCE South 89' 56' 49" East, a distance of 175.00 feet, along the South line of Farnsworth Avenue (80' R.O.W.)
as recorded in Volume 63, Pg. 40 of said Chamberlain Arlington Heights Second Filing to the POINT OF BEGINNING
of the herein described permanent R.O.W. Closure, same being the intersection of Merrick Street (100' R.O.W.)
and said Farnsworth Avenue of said Chamberlain Arlington Heights Second Filing;
THENCE North 00° 03' 11" East, a distance of 80.00 feet, to a point for corner, same being the southeast corner of
Lot 40, Block 111 of said Chamberlain Arlington Heights Second Filing;
THENCE South 89' 53' 09" East), a distance of 100.00 feet, to a point for corner, same being the southwest corner
of Lot 21, Block 110 of said Chamberlain Arlington Heights Second Filing;
THENCE South 00° 03' 11" West), a distance of 80.00 feet, to a point for corner, same being the northwest corner
of Lot 20, Block 123 of said Chamberlain Arlington Heights Second Filing;
THENCE North 89' 53' 08" West), a distance of 100.00 feet, to to the POINT OF BEGINNING and containing 8,000

(CD 3) Adopt Resolution Physically Closing a Portion of Farnsworth Avenue on the East and West Sides of Merrick Street to Prevent Traffic from
Crossing the Intersection Due to Extensive Flooding
RECOMMENDATION:
It is recommended that the City Council adopt the attached resolution physically closing a portion of Farnsworth Avenue on the east and west sides
of Merrick Street to prevent traffic from crossing the intersection due to extensive flooding.
DISCUSSION:
The Transportation and Public Works (TPW) Department has requested physical closure of motor vehicle traffic on a portion of Farnsworth Avenue
to prevent traffic from crossing the intersection due to extensive flooding. The City has initiated a project to incorporate cul-de-sacs at the
termination of Farnsworth Avenue on either side of Merrick Street. The right-of-way for Merrick Street continues north and south of this intersection
as an unconstructed paper street. The City Plan Commission reviewed the closure request at their September 17, 2025 meeting and
recommended approval of the requested closure.
The City reserves the right, at the sole discretion of the City Council, to reopen by resolution the identified street at any time by directing the
removal of any barricade or other means of closure.
TPW will be responsible for the installation of the permanent barricades to physically close the road.
This portion of Farnsworth Avenue is in COUNCIL DISTRICT 3.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that approval of this recommendation will have no material effect on City funds.
