DISCUSSION: The Transportation and Public Works (TPW) Department has requested physical closure of motor vehicle traffic on a portion of Farnsworth Avenue to prevent traffic from crossing the intersection due to extensive flooding. The City has initiated a project to incorporate cul-de-sacs at the termination of Farnsworth Avenue on either side of Merrick Street. The right-of-way for Merrick Street continues north and south of this intersection as an unconstructed paper street. The City Plan Commission reviewed the closure request at their September 17, 2025 meeting and recommended approval of the requested closure. The City reserves the right, at the sole discretion of the City Council, to reopen by resolution the identified street at any time by directing the removal of any barricade or other means of closure. TPW will be responsible for the installation of the permanent barricades to physically close the road. This portion of Farnsworth Avenue is in COUNCIL DISTRICT 3. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that approval of this recommendation will have no material effect on City funds.
