HomeMy WebLinkAbout25-0140 - 2025-12-02 - Informal ReportINFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0140 To the Mayor and Members of the City Council December 2, 2025 TPage 1 of 1 a Y SUBJECT: TRANSPORTATION ENGINEERING MANUAL REVISIONS — * rrn TEMPORARY STREET CLOSURES This Informal Report provides information in advance of a Mayor and Council Communication (M&C) that will be presented to the City Council on December 9, 2025, proposing revisions to Chapter 11 of the Traffic Engineering Manual (TEM). The TEM currently requires City Council approval of temporary street closures that are 10 days or longer. The proposed revisions will streamline the process by only requiring City Council approval if the temporary street closure will exceed 365 days. The benefits of the proposed revisions include minimizing the number of temporary street closure requests being submitted to the City Council for approval and avoiding project delays. In January 2025, City staff updated the procedures for temporary street closures to improve communication and to require a written justification to be provided for full street closures. Additionally, staff is recommending the following minor updates to Chapter 11 of the TEM: Section 11.1 Street Closure Policy — require requests at least 10 calendar days prior to closure date and clarify that Public Events Department manages requests for Outdoor Events; Section 11.2 Restricted Parking on Residential Streets — clarify approval of 2/3 of all impacted property owners is required for restrictions to parking on residential streets and removed section regarding restriction of parking for partial blocks; and Section 11.3 Temporary Use of Parking Meter Space — updated language regarding responsible department. Staff have engaged internal and external stakeholders regarding the proposed changes and presented the proposed changes to the Infrastructure and Growth Committee on June 10, 2025, and to the Development Advisory Committee meeting on October 16, 2025. The proposed revisions will take effect on January 1, 2026.
