AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
MUNICIPAL AIRPORT GRANTS FEDERAL FUND,IN AN AMOUNT UP TO $92,000.00,SUBJECT TO
THE RECEIPT OF THE GRANT,FOR THE PURPOSE OF FUNDING THE CONSTRUCTION OF
PHASE II OF THE EAST-SIDE HANGAR ACCESS TAXILANES PROJECT AT FORT WORTH
SPINKS AIRPORT;PROVIDING FOR A SEVERABILITY CLAUSE;MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES;REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations
in the Municipal Airport Grants Federal Fund, in an amount up to $92,000.00, subject to the receipt of the
grant, for the purpose of funding the construction of Phase II of the East-Side Hangar Access Taxilanes
project at Fort Worth Spinks Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances
and appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 8) Authorize Application for and Acceptance of Additional Grant Funds from the Federal Aviation Administration, Passed through the Texas
Department of Transportation, in an Amount Up to $92,000.00 for Construction of Phase II of the East -Side Hangar Access Taxilanes Project at
Fort Worth Spinks Airport, Adopt Appropriation Ordinance and Adopt Resolution Authorizing the City Manager to Execute Grant Related
Agreements with the State of Texas, Represented by the Texas Department of Transportation
RECOMMENDATION:
It is recommended the City Council:
1. Authorize the application for and acceptance of additional grant funds from the Federal Aviation Administration, passed through the Texas
Department of Transportation, Aviation Division, in an amount up to $92,000.00 for construction of Phase II of the East -Side Hangar Access
Taxilanes project at Fort Worth Spinks Airport;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Grants Federal Fund,
in an amount up to $92,000.00, subject to the receipt of the grant, for the purpose of funding the construction of Phase II of the East -Side
Hangar Access Taxilanes project at Fort Worth Spinks Airport; and
3. Adopt the attached resolution as required by the Texas Department of Transportation, authorizing the City Manager or his designee to
execute all necessary contracts associated with this project with the Texas Department of Transportation.

The Texas Department of Transportation, Aviation Division (TxDOT) has advised the Aviation Department additional funding is available for
construction of Phase II of the East -Side Hangar Access Taxilanes project (Project) at Fort Worth Spinks Airport (Airport).
On March 19, 2024, Mayor and Council Communication (M&C) 24-0219 authorized application for and acceptance of $2,298,600.00 for
design and construction of the Project and appropriated $229,860.00 for the City's match. Of the total amount, $2,133,600.00 was authorized for
application and acceptance from TxDOT for construction and $213,360.00 was appropriated for the City's match.
A portion of this Project will also be funded from Fiscal Year 2023, 2024 and 2025 Infrastructure and Investment Jobs Act (IIJA) grant funds. M&C
23-0649, M&C 24-0170 and M&C 25-0043 all authorized application for and acceptance of these IIJA grant funds, as well as appropriated the
City's match requirement for these grants.
TxDOT will be awarding an additional amount up to $92,000.00 for this Project, and upon approval of this M&C, the funding breakdown is as
follows:

This Project will consist of constructing up to three additional taxilanes on the northeast side of the Airport (see attached map), and is located
directly east of Phase I, which was completed in July of 2024. This Project will allow for future Airport development and will help alleviate the current
issue of limited hangar space. These taxilanes will be designed to support a mixture of both T-Hangars and Box Hangars, allowing for a variety of
different aircraft to be housed at the Airport.
This Project will also consist of rehabilitating the failed pavement on Taxilane Kilo on the northeast side of the Airport (see attached map). This
pavement is original to the old Oak Grove Airport that was closed in 1989, and according to the results of a Pavement Condition Index (PCI),
Taxilane Kilo's PCI Rating indicates the taxilane pavement has failed and is in dire need of repair. The failed pavement on Taxilane Kilo currently
provides access to three hangars, along with available space that could be used for future development. This Project will not only greatly improve
Taxilane Kilo for current users, but for future users as well.
Funding for the required City match has already been appropriated in previous M&Cs from the Municipal Airport Capital Projects Fund in the
Future Grant Matches project.
Since no City salaries will be charged to these grants, indirect cost recovery does not apply.

Fort Worth Spinks Airport is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,
the Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
