Call to Order Laetitia Brown, Deputy City Attorney Melinda Ramos, Deputy City Attorney Theresa James, Deputy City Attorney Whitney Rodriguez, Mayor's Office Chris Trought, Sr. Assistant City Attorney Denis McElroy, Sr. Assistant City Attorney Chris Mosley, Sr. Assistant City Attorney Chief Eddie Garcia, Police Department Gavin Midley, Sr. Assistant City Attorney After proper notice given pursuant to the Texas Open Meetings Act, with a quorum of the City Council Members present, Mayor Parker called the Closed Executive Session Meeting to order at 12:09 p.m. on Tuesday, November 4, 2025, in the City Council Executive Session Room of the Fort Worth City Hall to discuss matters pertaining to the following: B. The City Council will conduct a closed meeting in order to discuss matters permitted by the following sections of Chapter 551 of the Texas Government Code: CITY ATTORNEY 1. Section 551.071, CONSULTATION WITH ATTORNEY To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act. [Tex. Govt Code §551.071]: a. Legal issues Concerning a Charter Amendment Election Discussion occurred. CITY OF FORT WORTH, TEXAS CLOSED EXECUTIVE SESSION NOVEMBER 4, 2025 PAGE 2 of 4 b. Legal Issues Concerning annexation and ETJ boundaries with the City of Willow Park and the City of Aledo Discussion occurred. c. Legal Issues Concerning Paula Conaway v. City of Fort Worth, No. 236-355396-24, in the 236"' District Court, Tarrant County, Texas case; and Discussion occurred. d. Legal Issues Concerning any item listed on today's posted city council agendas No discussion occurred. CITY MANAGER 1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY Deliberate the purchase, sale, lease or value of real property where deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party. No discussion occurred. 2. Section 551.087, DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS Deliberate the commercial or financial information or the offer of a financial or other incentive to a business prospect. No discussion occurred. 3. Section 551.076 and Section 551.089, DELIBERATIONS REGARDING SECURITY Deliberate certain security matters in accordance with Section 551.076 and 551.089 of the Texas Government Code. No discussion occurred. 4. Section 551.074, PERSONNEL MATTERS Deliberate the employment, evaluation, and duties of the City Manager as authorized by Section 551.074 of the Texas Government Code. No discussion occurred. 5. Section 551.074, PERSONNEL MATTERS Deliberate the employment, evaluation, and duties of the City Attorney as authorized by Section 551.074 of the Texas Government Code. Section 551.074, PERSONNEL MATTERS Deliberate the employment, evaluation, and duties of the City Auditor as authorized by Section 551.074 of the Texas Government Code. Discussion occurred. 7. Section 551.074, PERSONNEL MATTERS Deliberate the employment, evaluation, and duties of the City Secretary as authorized by Section 551.074 of the Texas Government Code. No discussion occurred. C. The City Council may reconvene in open session in the City Council Conference Room and act on any item listed on the Executive Session Agenda in accordance with Chapter 551 of the Texas Government Code.
