Crain, District 3 Council Member Charlie Lauersdorf, District 4 Council Member Deborah Peoples, District 5 Council Member Dr. Mia Hall, District 6 Council Member Macy Hill, District 7 Council Member Chris Nettles, District 8 Council Member Elizabeth Beck, District 9 Council Member Alan Blaylock, District 10 Council Member Jeanette Martinez, District 11 Staff Present: Jesus "Jay" Chapa, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:36 p.m. on Tuesday, November 4, 2025, in the City Council Work Session Room of the Fort Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas. 1. Report of the City Manager - Jesus "Jay" Chapa, City Manager a. Upcoming and Recent Events There were no upcoming and recent events. b. Organizational Updates and Employee Recognition(s) Jay Chapa, City Manager, called upon the following: o D.J. Harrell to introduce Jennifer Mollenshott as New Development Services Deputy Director. Harrell, Development Services Director 25-0120 Athletic Fields Improvement Plan - Dave Lewis, Park and Recreation Director Mayor Parker requested Dave Lewis, Director of Park and Recreation, provide a summary of the Informal Report. • Mayor Parker recommended the Department explore methods of identifying partners who would be qualified to manage sport complexes. 25-0121 Broadband Project Update - Kevin Gunn, IT Solutions Director Council Member Hill requested Sallie Trotter, Deputy IT Director, provide a summary of the Informal Report. 25-0122 Community Partnership Fund - The Joan Kline Park Refresh Project - Christianne Simmons, FWLab Chief Transformation Officer and April Rose Escamilla, FWLab Sr Capital Projects Officer 25-0123 Irrigation Ordinance Compliance - 2025 Update - Chris Harder, Water Director Council Member Beck requested Chris Harder, Director of Water, provide a summary of the Informal Report. 25-0124 Mayor and Council Training and Travel Related Expenditures - Reginald Zeno, Financial Management Services Chief Financial Officer and Whitney Rodriguez, Mayor's Chief of Staff Council Member Hill asked if there is a current policy relating to Council Travel City of Fort Worth Page 2 Printed on 111512025 CITY OF FORT WORTH, TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY, NOVEMBER 4, 2025 Page 3 of 4 and current budget for Council travel. Council Member Nettles requested information on appropriate methods for covering travel related expenses without use of a travel card. 25-0125 Neighborhood Traffic Calming Program Updates - Chelsea St. Louis, Transportation and Public Works Sr. Capital Projects Officer 25-0126 Proposed 2026 City of Fort Worth Housing Tax Credit Policy - Kacey Thomas, Neighborhood Services Director Council Member Hall asked Kacey Thomas, Director, Neighborhood Services to provide a summary of the Informal Report. 25-0127 Update on High ImpACT Outcomes and Program Expansion - Bethany Warner, Assistant to the City Manager Mayor Parker requested Bethany Warner, Assistant to the City Manager, to come up to address questions. • Council Member Beck requested additional information on Project 40. • Council Member Peoples requested District 5 be included into the High ImpACT program. • Council Member Flores asked is the target areas are reevaluated specifically when new development results in homeless camps are displaced because of the development. • Council Member Nettles asked for the data broken down by District. • Council Member Nettles asked what the biggest barrier is to get individuals into the Program. 2. Questions Regarding Changes in Membership on Boards and Commissions for November 11, 2025 Council Meeting Council Member Flores indicated that additional District 2 appointments will include members to the Board of Adjustment. 3. Questions Regarding Significant Zoning Cases for November 11, 2025 Council Meeting There were no Questions Regarding Significant Zoning Cases for November 11, 2025. Aviation Overview and Capital Program Update — Roger Venables, Aviation Director Presentation was made by Roger Venables, Aviation Director. 6. City Council Requests for Future Agenda Items and/or Reports • Council Member Martinez requested an update on the Gunshot Detection equipment and number of citations issued. • Council Member Nettles requested a report on option to partner with Independent School Districts on education bonds. • Council Member Nettles requested a report on how the five million in the proposed housing bond proposition will be used. • Council Member Nettles requested a report on Tnfrn•mal Reports. • Council Member Peoples requested a calendar or report that shows the date Informal Reports will be presented to Council.
