MEMORANDUM OF AGREEMENT
BETWEEN
THE DEPARTMENT OF HOMELAND SECURITY
U.S. CUSTOMS AND BORDER PROTECTION
OFFICE OF INFORMATION TECHNOLOGY
ENTERPRISE WIRELESS COMMUNICATIONS BRANCH
AND
CITY OF FORT WORTH, TEXAS
REGARDING TACTICAL COMMUNICATIONS SUPPORT
I. PARTIES
The parties of this Memorandum of Agreement (MOA) are the Department of Homeland
Security (DHS), U.S. Customs and Border Protection (CBP) Enterprise Wireless
Communications Division (EWCD) and City of Fort Worth, TX, hereto Signatory
Agency / Organization
II. AUTHORITY
This MOA is in accordance with the provisions of Department of Homeland Security
Pub. L. No. 107-296, 116 Stat. 2135 (2002); and Homeland Security Presidential Directive

III. PURPOSE
This MOA is to establish an agreement between the Signatory Agency/Organization and
EWCD, regarding the capability and procedure to receive Federal, State, and Local
interoperability keys from the CBP managed Key Management Facility (KMF). This MOA
is established to promote efficiency and interoperability between CBP and the Signatory
Agency/Organization.

IV. RESPONSIBILITIES
CBP shall:
1. Provide Signatory Agency / Organization with Key Management Facility (KMF)
network configuration management to include Key Variable Loader (KVL)
parameters and Unique Encryption Keys (UKEKs), to support the secure efficient
transfer of LMR Interoperability voice traffic encryption keys. Signatory Agency /
Organization will receive all needed Interoperability Encryption Keys via modem
connection using KVL. The list of CKRs is the following:
CKR 3 IOP AES
CKR 6 SL IOP AES
CKR 10 NTAC AES
CKR 12 PS IOP AES
CKR 14 NFER AES
CKR 20 PS INTL AES
The Signatory Agency / Organization shall:
1. Maintain a log of all radios that have been provided any CBP distributed voice
traffic encryption keys. Upon request, Signatory Agency / Organization shall
provide CBP with a copy of such log.
2. Immediately notify the CBP IMS-OTAR group via phone (407-975-1966) or email
(NLECC-WSOC@cbp.dhs.gov) in the event a device containing a CBP supplied
encryption key becomes lost, stolen or compromised in any way.

VI. EFFECTIVE DATE
This MOA is effective on the date the last party has signed below, and it will remain in
effect until it is modified or terminated.
VII. MODIFICATION
This MOA may be modified or amended only upon the mutual, written consent of the
parties.
VIII. TERMINATION
This MOA will remain in effect until superseded, revoked or terminated. Any party wanting
to supersede, revoke, or terminate this MOA must provide the other party with written
notice at least 60 days in advance, unless otherwise agreed upon in writing by the parties.
IX. OTHER PROVISIONS
Nothing in this MOA is intended to conflict with current law or regulation or the directives
of DHS, CBP or Signatory Agency / Organization. If a term of this MOA is inconsistent
with such authority, then that term shall be invalid, but the remaining terms and conditions
of this MOA shall remain in full force and effect.
This MOA is not intended to, and does not create any right, benefit, or trust responsibility,
substantive or procedural, enforceable at law or equity, by a party against the United
States, its agencies, its officers, or any person.
Any disputes or disagreements arising out of this MOA will be resolved at the lowest
-named Point
of Contact or an appropriate designee thereof.
