Dear Mr. Konduru:
Huitt-Zollars is pleased to provide this renewal proposal for staff augmentation for the City of Forth Worth
Transportation and Public Works Department Stormwater Division. Huitt-Zollars, with AIRS Engineers
performing as a subconsultant, will perform these services as part of the program staff augmentation
contract approved by the City Council on April 23rd, 2024. This will be the first renewal under this contract.
We estimate the fee for these tasks not to exceed the amount of $340,000. Huitt-Zollars is prepared to
commence the required upon approval and Notice to Proceed from the City.
TASK ORDER DEVELOPMENT
This proposal provides professional services through task order assignments on an as -needed basis. Some
of these task orders may be urgent in nature, and a rapid response capability is required. The tasks below
are intended to be a summary of the tasks that are anticipated to be provided for this contract. Detailed
descriptions of the specific tasks, budgets, and schedules will be developed at the time of each task
assignment. Potential tasks performed by the Huitt-Zollars team may include, but are not limited to the
following:
• Basic Proiect Management Coordination
• Scope and level of effort reviews — Provide technical assistance and project management
assistance in the review of scope and level of effort for project development, public infrastructure
reviews, and associated tasks typical of City project management and study reviews.
• Conceptual studies - Participate in study meetings and provide feedback regarding study goals
and scope from an engineering perspective. Offer organizational advice, coordinate with
consultants, technical review assistance, and feedback regarding expected deliverables. Meetings
are typically held at the 30%, 60%and 90%study milestones. These meetings might include City
staff, consultants, and/or outside agencies such as adjacent cities, counties, the USACE, etc.
• Technical Reviews - Review deliverables including study data, plans, models, reports, and digital
data. Deliverables will be reviewed at project submittal milestones, typically 30%, 60% and 90%
but technical review assistance may be needed at any time and not tied to a specific plan or
project. Reviews will include documenting technical modeling comments related to current City

established modeling standards. Reports and digital data will be reviewed for consistency and
completeness. Provide recommendations based on technical review.
• Proiect Approach and Coordination - Provide oversight to ensure consistent approach and
coordination across stormwater studies. Studies should utilize existing available technical data
and seek to inform future capital decisions and budget efforts.
• Property Reviews — Evaluate the need for property, such as tax foreclosed and City surplus
properties for future mitigation solutions and identify whether the properties in question can be
cleared for sale to other public or private entities
• Annexation Reviews — Provide feedback whether proposed would the impact stormwater
management program and how
• Addressing inquiries - Perform GIS reviews to address citizen and council inquiries related to
project prioritization or existing stormwater conditions and provide any data related to such
inquiries
• Stormwater Modeling — Perform conceptual level Hydrology and Hydraulic modeling to
investigate the effectiveness of conceptual solutions
• Technical opinion — Provide technical opinion on cost estimates, unit pricing, quantities, change
orders and other related inquiries
• Prioritization systems - Manage prioritization systems for various programs under stormwater
management and update data as needed
• Administrative tasks — Attend meetings, prepare PowerPoint presentations including relevant
data, set up coordination meetings to facilitate discussions related to capital improvement
planning, budget management, CIP preparation, and prepare meeting minutes or maintain
documentation as needed.
• CIP assistance -fiscal support and coordination associated with management of the CIP.
Specific assignments are to be completed within mutually agreed time frame via email.

SUBJECT: (ALL) Authorize Execution of Amendment No.1 in the Amount Up to $250,000.00 to a
Professional Services Agreement with Huitt-Zollars, Inc. for a Revised Contract Amount
of $340,000.00 for Staff Augmentation and Authorize Two Renewals
It is recommended that the City Council authorize the execution of Amendment No.1 in the amount
up to $250,000.00 to a Professional Services Agreement, City Secretary Contract No. 58108, with
Huitt-Zollars, Inc. for a revised contract amount of $340,000.00 (SWS-100) and authorize two
renewals.
DISCUSSION:
On September 20, 2022, a Professional Services Agreement (City Secretary Contract No. 58108) in
the amount of $90,000.00 was authorized with Huitt-Zollars, Inc. for initial staff augmentation
services. Due to the success of the initial contract, city staff desires to continue the program.
The Professional Services Agreement is for staff augmentation and technical assistance to provide
stonnwater capital improvement planning, engineering, fiscal, and administrative support as an
extension to City staff. Huitt-Zollars, Inc has been augmenting and supporting city staff on day-to-day
work efforts.
Huitt-Zollars, Inc., and City staff have negotiated an additional fee in an amount up to $250,000.00 to
extend the staff augmentation program until such time the contract funds have been expended. The
City, at its sole option, may renew this contract up to two additional terms, based on funding
expenditures, under the same terms and conditions. City staff considers this fee to be fair and
reasonable for the anticipated services to be performed.
This contract will not result in any additional annual operating cost for the Transportation and
Public Works (TPW) Department Stonmwater Management Division.
Funding is budgeted in the Consultant & Other Professional Services account within the Stormwater
Utility Fund for the Transportation & Public Works Department, as appropriated.
MWBE Office - Huitt-Zollars, Inc. is in compliance with the City's Business Equity Ordinance by
committing to 5\% MWBE participation on this project. The City's MWBE goal on this project is 5\%.
The Director of Finance certifies that funds are available in the current operating?budget, as
previously appropriated, in the Stormwater Utility Fund?to support the approval of the above
recommendation?and execution of the amendment to the contract. Prior to any expenditure being
incurred, the Transportation & Public Works Department has the responsibility to validate the
availability of funds.
