TO CITY SECRETARY CONTRACT No. 61087
WHEREAS, the City of Fort Worth (CITY) and AECOM Technical Services,
(CONSULTANT) made and entered into City Secretary Contract No.
61087,(the CONTRACT)which wasauthorized by M&C 23-0975 on the 14th day of
November 2023 in the amount of $ 2,200,000.00; and
WHEREAS, the CONTRACT was subsequently revised by Amendment Number
1 in the amount of $1,200,000.00, which was authorized by M&C 25-0215 on
the 1lthday of March 2025
WHEREAS, the CONTRACT involves professional services for the following
project:
Transportation Master Plan, CPN 104860; and
WHEREAS, it has become necessary to execute Amendment Number 2 to
the CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and CONSULTANT, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
professional services specified in proposal attached hereto and incorporated
herein. The cost to City for the additional design services to be performed
by Consultant totals $97,000.00 (See Attached Funding Breakdown Sheet, Page
-4-)
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Consultant for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $3,497,000.00.
3.
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.
EXECUTED and EFFECTIVE as of the date subscribed by the City's
designated Assistant City Manager.

Moving a Million - Additional Services
Date: December 8, 2025

Prepared by: AECOM
This Additional Services Scope outlines AECOM's support to the City of Fort
Worth for the continued development, refinement, communication, and adoption of
the Moving a Million Plan. The following tasks describe the specific technical,
analytical, graphic design, and stakeholder engagement services to be provided
under this amendment. These tasks are organized into four parts for clarity,
reflecting the distinct workstreams requested by the City.
Part A. Roadway Network-Related Updates to Access Management
Policy and Subdivision Ordinance
A.1 Purpose and Overview
AECOM will conduct a targeted technical review and produce revisions to the
City of Fort Worth's Access Management Policy and Subdivision Ordinance to
support alignment with the updated Roadway Network. Updates will address
technical inconsistencies generated by the transition from the former Master
Thoroughfare Plan (MTP) Street Types to the functional-classification-based
Roadway Network.
A.2 Scope of Work
Task A1. Document Review & Conflict Identification
AECOM will review both documents to identify all sections requiring revision,
including outdated Street Type references, spacing and block-length triggers,
driveway and median spacing standards, cross-section references, modal
accommodation considerations, and dedication and subdivision design provisions
tied to former MTP cross sections.
Deliverable: Consolidated list of required revisions
Task A2. Recommended Revisions & Draft Replacement Language
AECOM will prepare updated text and redlines addressing the identified
revisions, including translation of Street Type-based standards to functional
classifications, updated spacing logic and cross-section triggers, revised
definitions and glossary terms, and replacement sections for ordinance and
policy language.

Limitations and Additional Revisions
The revisions identified above are based on an initial review. As AECOM
conducts a deeper analysis, additional conflicts or required updates may
emerge—particularly related to design standards, spacing thresholds, or modal
accommodation requirements. Any additional revisions will be documented and
discussed with City staff during the review process.
Part B. Hemphill Street Corridor - Alternatives Analysis
Follow-Up Study
B.1 Purpose and Overview
This scope of work describes the tasks and deliverables for the alternative
analysis scenario of the Hemphill Corridor Traffic Study, expanding upon the
findings presented in the previously completed draft report. The work will
include updates to intersection and corridor modeling, integration of new data
and analyses, and preparation of supporting documentation and presentation
materials.
B.2 Scope of Work
Task B1. Intersection Operations Analysis Updates (Report Section 3)
AECOM will update Synchro models to reflect the new alternative and incorporate
the Allen Avenue intersection as a new analysis node. Analyses will include
queueing, storage, and LOS.
Deliverables: Comparison summary tables; Synchro output reports (AM/PM)
Task B2. Corridor Modeling and Analysis (Report Section 4)
AECOM will revise the volume-to-capacity narrative, conduct SimTraffic to
extract MOEs (delay, travel time, speed), and prepare directional line-diagram
volumes.
Deliverables: Scenario comparison tables; SimTraffic reports
Task B3. Report Integration and Presentation Materials
AECOM will integrate all updated analysis, figures, and narrative into the
existing report and prepare one presentation slide summarizing key differences
among scenarios.
Deliverables: Updated draft report; Final report; One presentation slide

Task B4. Project Management and QA/QC
Activities include coordination meetings, documentation, and independent QA/QC
of all modeling and reporting.
Deliverables: Meeting summaries; QA/QC sign-off documentation
Part C. Graphic Design and Communication Support
C.1 Purpose and Overview
AECOM will provide graphic design, branding, and communication support to
enhance project visibility and support stakeholder outreach for the Moving a
Million program.
C.2 Scope of Work
Task C1. ��Your Maintenance Street Fee at Work" Campaign Assets
Development of branded campaign assets, including logo, signage, and supporting
visual elements.
Deliverables: Logo package; Signage concepts (digital + print-ready); Campaign
style guidance
Task C2. HOTT Corridor Slide Deck
Development of a leadership-ready slide deck that communicates corridor
concepts, visuals, and performance.
Deliverables: Comprehensive PowerPoint deck; Embedded graphics and exported
figures
Task C3. Brand Integration Templates
Creation of a limited set of PowerPoint templates aligned with the updated City
of Fort Worth brand and M1M identity.
Deliverables: Master template(s) with modular layouts
Task C4. StoryMap Development
Design and development of a comprehensive ESRI StoryMap integrating narrative,
maps, graphics, and visual assets, including iterative updates to support
engagement rollout.
Deliverables: Fully developed StoryMap; Custom graphic assets; Iterative
updates through finalization

Part D. Support for Adoption of the Moving a Million Plan
D.1 Purpose and Overview
AECOM will provide limited technical and engagement support to assist the City
in advancing the Moving a Million Plan toward adoption. Support activities
include preparation of a reusable presentation and participation in a defined
number of stakeholder engagements.
D.2 Scope of Work
Task D1. Development of a Reusable Stakeholder Presentation
AECOM will prepare one master PowerPoint presentation designed for use with a
range of stakeholders. The deck will include modular sections so that slides
may be shown or hidden depending on audience needs.
Deliverable: One reusable PowerPoint deck tailored for multiple audiences
Task D2. Participation in Stakeholder Engagement Meetings
AECOM will participate in up to four (4) stakeholder engagement meetings to
support the City in communicating the Moving a Million Plan. Participation may
include presenting materials, responding to questions, and supporting City
staff.
Deliverables: Participation in up to four meetings; Minor updates to the master
presentation as needed
