HomeMy WebLinkAbout6219-12-2025 - City Council - ResolutionRESOLUTION NO.6219-12-2025 A RESOLUTION AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF A GRANT, IF AWARDED, IN THE AMOUNT UP TO $65,000,000.00 FOR THE OFF -SYSTEM RAIL GRADE SEPARATION STATE FUND PROGRAM FROM THE TEXAS DEPARTMENT OF TRANSPORTATION (TxDOT) FOR A GRADE SEPARATED CROSSING OF NE 23RD STREET/DECATUR AVENUE OVER FIVE RAIL LINES. WHEREAS, Senate Bill 1555 (89th Texas Legislature, Regular Session) established the Texas Off -Systems Rail Grade Separation State Fund Program to provide financial assistance to eligible entities in Texas for rail grade separation projects that improve public safety, support economic development, and reduce traffic congestion; and WHEREAS, The Texas Department of Transportation is charged with administering the program and has not yet established a deadline for submitting applications; and WHEREAS, City staff identified a need for state funding assistance to construct a grade - separated crossing of NE 23rd Street/Decatur Avenue over five railroad lines to provide an important east -west connection to the Fort Worth Stockyards; and WHEREAS, an application for the Off -System Rail Grade Separation State Fund Program funds for an amount up to $65,000,000.00 will be submitted by the City of Fort Worth on or before the deadline; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the Texas Department of Transportation to mitigate the costs of designing and constructing this grade -separated railroad crossing project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council authorizes the application for and acceptance of, if awarded, an Off - System Rail Grade Separation State Fund Program Grant in the amount up to $65,000,000.00 for the 23rd Street/Decatur Avenue grade -separated railroad crossing project; and 2. The City Council designates the City Manager, through his designated representative, to apply for, shepherd, monitor, accept, reject, alter, or terminate this grant on behalf of the city.
