SUBJECT: TEXAS COMPTROLLER TRANSPARENCY STARS
The purpose of this Informal Report is to brief Mayor and Council on the Texas Comptroller of Public
Accounts' Transparency Stars Program, the Transparency Stars currently held by the City, and ongoing
compliance efforts.
The Texas Comptroller of Public Accounts Transparency Stars program recognizes local governments for
going above and beyond in their transparency efforts. The program recognizes government entities that
provide clear and meaningful financial information by posting financial documents and other relevant
information publicly. The Comptroller conducts regular reviews of each awardee, so it is essential that data
be consistently updated to maintain ongoing accuracy and completeness.
Six Transparency Stars are available for award. Each Transparency Star's basic requirements are shown
below. In addition, financial statements, summaries, visualizations, and other downloadable data may be
required. Please refer to the Texas Comptroller website for additional information at

Traditional Finances Transparency Star — Awarded June 30, 2025
• Expenditures as total and per capita.
• Total and per capita revenues from all funds.
• Total full-time equivalent positions for all personnel.
• Total and per capita revenue from property taxes and sales taxes.
• Revenues and expenditures per capita and Property tax per $100 valuation for at least five years.
Debt Obligations Transparency Star — Awarded August 31, 2025
• Total outstanding debt obligations
• Tax -supported debt obligations expressed as total and per capita amounts.
• Total revenue -supported debt obligations and lease -purchase or lease -revenue obligations.
• Historical bond election information that includes date of election, purpose and amount.
• Time trend for last five years showing total outstanding tax -supported and revenue -supported debt
showing inflation adjusted tax -supported debt per capita.
Public Pensions Transparency Star — Awarded August 31, 2025
• Funded Ratio, Amortization Period and Assumed Rate of Return
• One-, three- and 10-year rates (if available) of return, with basic explanation of methodology.
• Unfunded Actuarial Accrued Liability as a percent of covered payroll.
• Actuarially Determined Contribution Rate (if plan has UAAL), with comparison
to current Total Contribution Rates.
Open Government & Compliance Transparency Star — Awarded September 30, 2025
• Names of all governing body board or commission members to include presiding chair.
• Number of scheduled meetings per calendar year with frequency
• Process for board or commission appointment or election.
• Explanation of the timeframe for when meetings are posted as a video, streaming or audio

Open Government & Compliance Transparency Star (continued)
• Statement that all meetings will be available for the public for a minimum of 365 days after meeting
is posted with instructions on how to request copies of video or audio files if hosted internally.
Contracts and Procurement Transparency Star — Submitted December 19, 2025
• Spending on procurement and contracting activities expressed as total and per capita amounts
• Total number of publicly posted bidding and contracting opportunities opened.
• Total number of closed bids/solicitations or awarded contracts.
• Total dollar amount of bids received from invitations for bids or requests for proposals.
• Total dollar amount awarded from contracts
• Time trend showing authorizations versus actual expenditures for past five fiscal years.
• Total contracts broken down by business sector for the last completed fiscal year
Economic Development Transparency Star — Anticipated to submit by March 31, 2026
• Number of tax abatements granted or appraisal value limitation agreements entered into in the
most recently completed fiscal year.
• Estimated taxes abated or taxes forgone in year one of agreements as total and per capita
amounts and for life of agreements.
• Number of jobs created/retained by agreements to date of the most recently completed fiscal year.
• Total capital investment received for agreements to date of the most recently completed fiscal year
or total estimated lifetime investment in all existing limitation agreements
• Number of tax abatements or value limitation agreements granted for previous five fiscal years
• Amount of taxes abated or forgone for previous five fiscal years
