HomeMy WebLinkAbout26-0006 - 2026-01-06 - Informal ReportINFORMAL REPORT TO CITY COUNCIL MEMBERS No. 26-0006 January 6, 2026 �r To the Mayor and Members of the City Council Page 1 of 4 Yg7'3 SUBJECT: CITY OF KENNEDALE INTERLOCAL AGREEMENT TO SUPPORT SALT ROAD REPAIR PROJECT The purpose of this Informal Report is to provide information on a proposed Interlocal Agreement (ILA) with the City of Kennedale and planned repairs to Salt Road in Spring 2026. Backaround Salt Road was constructed in 2006 and connects the frontage road of 1-20 to the Southeast Landfill (SELF). It serves as the primary route for trucks entering and exiting the SELF. In 2025, the Transportation and Public Works Department (TPW) performed a site visit and determined that both temporary and long-term repairs were needed in response to concerns for the road from haulers. In June 2025, minor repairs were made to potholes and base failures. At that time, it was estimated that approximately 35% of the concrete panels would need to be replaced. TPW formulated a comprehensive plan to rebuild the road. Current Situation As of November 1, 2025, there is a daily average of approximately 800 vehicles entering the SELF. This includes commercial hauler vehicle traffic and Waste Management (WM) vehicles servicing the City's solid waste residential collections program. Salt Road cannot be fully closed, and it also cannot safely accommodate two-way traffic in and out of the landfill during the construction period due to site constraints. The recommendation is to allow inbound traffic to continue using Salt Road under one -lane flag control and to temporarily route outbound traffic tc Dick Price Road. The challenge in this approach is that the City of Kennedale has an ordinance that prohibits commercial heavy -use vehicles on Dick Price Road unless haulers obtain a permit. This ordinance also requires a $600 annual fee per vehicle and a respective $10,000 bond from each hauler. City staff from both Fort Worth and Kennedale have developed an ILA for City of Kennedale to temporarily allow non -permitted outbound landfill traffic for the duration of the construction period in a manner that secures Dick Price Road litter control and repairs, as well. ILA Terms It is recommended that truck traffic temporarily exit from the SELF onto Dick Price Road and also utilize City of Kennedale streets without a permit during the Salt Road construction period under the ILA, if approved. Below is a summary of the commitments agreed upon by the City of Fort Worth: • City of Fort Worth Environmental Services Department will ensure litter collection along Dick Price Road from the railroad tracks to Southeast Landfill's eastern gate. • TPW will maintain the segment of Dick Price Road from the railroad tracks to Shady Lane, including filling potholes, until a contractor is in place to perform rehabilitation. The estimated cost of this work is approximately $900,000. Notably, the primary segment of Dick Price Road is a City of Fort Worth pavement asset and is located within the territorial limits of Fort Worth. Construction Schedule The construction contract for the Salt Road project is expected to be approved by the City Council on January 13, 2026. Construction is anticipated to begin in February 2026. The ILA must be executed prior to routing trucks to exit onto Dick Price Road. Inbound traffic will continue to use Salt Road, and outbound traffic will use Dick Price Road during the construction period. Construction is anticipated to last approximately 4 months. Communication Plan Environmental Services, TPW, and Republic Services will coordinate a communication plan to notify all haulers and the public who utilize Salt Road and the SELF prior to and during the construction activity. City staff will also coordinate with the City of Kennedale and the Texas Regional Construction and Demolition Landfill, a private landfill nearby, as traffic to and from the landfill on Dick Price Road will be impacted. Next Steps 1. City Council will consider an M&C recommending that the City of Fort Worth enter into an ILA with the City of Kennedale (expected January 27, 2026). 2. City of Kennedale City Council will also consider a respective council action to enter into the ILA with the City of Fort Worth (expected February 17, 2026). 3. Upon approval by each City Council, the ILA will be executed. 4. Construction activity on Salt Road will begin (expected February 2026). Figures 1 and 2 below depict the area to be repaired, and photographs provide examples of the road sections that have failed.
