AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS CAP PROJECTS FEDERAL FUND IN THE
AMOUNT UP TO $6,000,000.00, SUBJECT TO RECEIPT OF THE GRANT, FOR
THE PURPOSE OF FUNDING THE CENTERPORT TRAIL PHASE 1B PROJECT
(CITY PROJECT NO. 106258); PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Cap Projects Federal Fund in the amount up to $6,000,000.00, subject to receipt of the grant, for the purpose
of funding the Centerport Trail Phase 113 project (City Project No. 106258).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Years 2025-2029 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached resolution authorizing execution of an Advanced Funding Agreement with the Texas Department of Transportation for
CentrePort Trail Phase 1 B (City Project No. 106258) in the amount of $6,317,400.00 with federal participation in the amount of
$6,000,000.00, indirect state participation in the amount of $317,400.00, and city participation through the non -spendable use of available
Transportation Development Credits in the amount of $1,200,000.00;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Cap Projects Federal Fund in the
amount up to $6,000,000.00, subject to receipt of the grant, for the purpose of funding the CentrePort Trail Phase 1 B project (City Project No.
106258);
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Project Other Fund, subject
to the receipt of the grant, in the amount of $1,200,000.00, all of which is non -spendable Transportation Development Credits to fund the
CentrePort Trail Phase 1 B project (City Project No. 106258); and
4. Amend the Fiscal Years 2025-2029 Capital Improvement Program
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt a resolution authorizing the execution of an Advanced Funding
Agreement (AFA) with Texas Department of Transportation (TxDOT) in an amount up to $6,317,400.00 for a Congestion Mitigation and Air Quality
(CMAQ) improvement project CentrePort Trail Phase 1 B with federal participation in the amount of $6,000,000.00, indirect state participation in
the amount of $317,400.00, and city participation to be provided through Transportation Development Credits.
The CentrePort Phase 1 includes Phase 1 A and Phase 1 B. CentrePort Trail Phase 1 B will start at CentrePort Trail Phase 1 A near the west end of
Arlington River Legacy Trail. Anticipated improvements include a 12-foot-wide concrete paved trail, 3-foot-wide shoulders, trail structures (bridges,
drill shafts, retaining walls, drainage headwalls, fences, etc.), traffic control and 911 location signs.
Federal grant funds will cover 100% of engineering and construction costs until the federal funding reaches the maximum obligated amount.
Transportation Development Credits totaling $1,200,000.00 will be utilized in lieu of the 20% local cash match requirement. The City will be
responsible for 100% of any overrun costs

City does not budget indirect state costs in grants/projects. The Park & Recreation Department (PARD) project manager, city inspector, city
material testing lab will charge salaries to this grant project as incurred. Entry to the application repository is not needed since PARD did not apply
for the grant.
Funding for this project was not included in the Fiscal Years 2025-2029 Capital Improvement Program (CIP) because grant funds are not included
in the CIP. The action in this M&C will amend the Fiscal Years 2025-2029 CIP as approved in connection with Ordinance 27107-09-2024.
The CentrePort Trail Phase 1 B project is located in COUNCIL DISTRICT 5.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current capital budget, as appropriated, in the Grants Cap Projects Federal Fund and Grants Capital Project Other Fund for
the CentrePort Trail Phase 1 B project. The Park & Recreation Department (and Financial Management Services) is responsible for the collection
and deposit of funds due to the City. Prior to an expenditure being incurred, the Park & Recreation Department has the responsibility to validate
the availability of funds. This is a State Advance Funding Agreement
